About this file
This document presents the Contract Line Item Number (CLIN) structure and pricing formula for a federal procurement of a 7-Tesla (7T) ultra-high field MRI system for the National Institutes of Health (NIH). The solicitation contains seven primary CLINs with four core items and three optional line items structured for sequential exercise.
The core deliverables include: (1) CLIN 0001—a 7T MRI system (Siemens MAGNETOM Terra.X Impulse Edition or technical equivalent) with integrated gradient coil subsystem, RF power amplifiers, and control workstation; (2) CLIN 0002—dedicated MR project management services over an 18-to-24-month performance window including engineering oversight, site readiness coordination, and delivery scheduling; (3) CLIN 0003—turn-key rigging and mechanical installation services encompassing specialized transport logistics, permits, street closures, structural shoring, and mobile crane operations for Building 10; and (4) CLIN 0004—comprehensive onsite clinical and research applications training covering ultra-high-field safety protocols, parallel transmit pulse sequence optimization, and advanced neuroimaging software. Optional items include CLIN 0005 (trade-in credit allowance for deinstallation and disposal of a legacy Siemens 7T Plus system, evaluated as a negative cost), CLIN 0006A-D (extended manufacturer warranty for magnet and cryogenic systems in years 2-5), and CLIN 0007A-D (extended full-system service agreements for years 2-5). All pricing must be submitted as individual firm-fixed prices for each CLIN with no bundling permitted. The Government's total evaluated price calculation includes CLINs 0001-0004 plus summations of CLINs 0006A-D and 0007A-D, minus CLIN 0005 as a cost reduction. Offerors failing to provide separate pricing for any CLIN shall render their proposal non-compliant and ineligible for award.

Professional Services: Dedicated MR Project Management Comprehensive project management (PJM) services throughout the 18-to-24-month performance window. Includes continuous engineering oversight, site readiness coordination, delivery scheduling, and point-of-contact interface with NIH Office of Research Facilities (ORF) personnel.
Lot
Ancillary Services: Turn-Key Rigging and Mechanical Installation All-inclusive heavy rigging, structural transit, and mechanical placement services. Fixed price must include all specialized transport logistics, municipal/NIH permits, street closures, structural shoring calculations, and mobile crane operations tailored to the physical radius and building clearance constraints of Building 10, as determined by certified crane load charts and approved engineering safety plans.
Technical Services: Onsite Clinical & Research Applications Training Comprehensive onsite, peer-to-peer applications training for NIH clinical scientists, physicists, and technologist staff. Training must cover ultra-high-field safety protocols, parallel transmit (pTx) pulse sequence optimization, advanced gradient sub-system tuning, and high-resolution neuroimaging software applications. (Price must include all instructor travel, manuals, and certification materials).
Option Item: Trade-In Credit Allowance for Legacy MR System Credit allowance offered by the Contractor for the complete de-installation, decommissioning, magnetic field ramping down, safety monitoring, and total haul-off/disposal of the existing legacy MR system currently occupying the facility bay (Siemens 7T Plus system, ID: 400-342363). (Note: This item will be evaluated as a cost deduction/negative value).
Option Item: Extended Manufacturer Magnet & Cryo Warranty (Years 2-5) Option to extend the baseline manufacturer warranty coverage specifically for the 7T superconducting magnet and integrated cryo-refrigeration system. Must be priced as individual, option years to be exercised sequentially at the Government's discretion.

B.2 Total Evaluated Price Calculation Formula
For the purpose of source selection and the Best Value Tradeoff evaluation, the Government will calculate the total proposed price utilizing the following formula (evaluating all options to determine the total potential contract value):
\(\text{Total\ Evaluated\ Price}=(\text{CLIN\ 0001}+\text{CLIN\ 0002}+\text{CLIN\ 0003}+\text{CLIN\ 0004})+\sum (\text{CLIN\ 0006A-D})+\sum (\text{CLIN\ 0007A-D})- \text{CLIN\ 0005}\) Offerors must submit individual firm-fixed prices for all line items. Failure to provide pricing for any individual CLIN or attempting to bundle service pricing into the core hardware line item, shall render the proposal non-compliant and ineligible for award consideration.
