About this file

This Amendment 1 document modifies the original Request for Quotation (RFQ) 17A 260507-0286 issued by the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Maine Department of Transportation (MaineDOT). The procurement seeks quotations for GNSS reference receiver equipment, specifically four units of Trimble R980 Model 50 ROW base and rover systems (each with two rechargeable batteries and hard cover cases) and three units of Alloy GNSS Reference Receiver. The equipment is needed immediately with delivery expected after receipt of order (ARO) to MaineDOT Maintenance & Operations at Child Street SHS #16, Augusta, Maine. Quotations must be submitted electronically through the State of Maine's Advantage Vendor Self Service (VSS) system no later than 4:00 p.m. Eastern Standard Time on May 28, 2026, with questions accepted up to 48 hours prior to closure.

Evaluation will be conducted on a best value basis, with award anticipated for the lowest-priced qualified bidder meeting all specifications and delivery requirements. All bid prices must be quoted with Free on Board (FOB) Destination shipping terms, and quoted prices must be guaranteed for a minimum of one year from the initial contract period, with any approved price adjustments requiring 60 days' notice and supporting manufacturer documentation. Bidders may submit equivalent items if accompanied by comprehensive documentation proving equivalency, subject to final determination of acceptability by the requesting department. The State of Maine is exempt from Federal, State, and local taxes on articles not for resale and will provide a tax exemption certificate upon application. Payment terms are net 30 upon receipt of an accurate and acceptable invoice, with the State reserving the right to pay by check, electronic funds transfer, or procurement card. The State reserves the right not to make an award or to negotiate the purchase of additional units at the bid price for six months following the official award.
