About this file
This addendum supports SUNY Schenectady's Request for Proposals (RFP 2026-06) for fixed-price electricity supply services. The College seeks qualified electricity suppliers and brokers to provide power supply for either a three-year term (January 1, 2027 through December 31, 2029) or a five-year term (January 1, 2027 through December 31, 2031). The project covers electricity supply for approximately 5.5 million kilowatt-hours annually distributed across ten meters within NYISO Zone F territory served by National Grid/NIMO. A pre-proposal conference is scheduled for June 30, 2026 at 10:00 a.m. ET via Microsoft Teams, with interested bidders required to RSVP to purchasing@sunysccc.edu at least three days in advance. Written questions from bidders must be submitted by July 7, 2026 at 2:00 p.m. ET, with responses provided as addenda by July 14, 2026. Proposals are due July 23, 2026 at 2:00 p.m. ET. The Board of Trustees will present finalist recommendations on August 17, 2026, with contract award anticipated August 18, 2026.
All pricing must be firm, fixed, and all-inclusive on a per-kilowatt-hour basis with no pass-through charges, surcharges, or additional fees permitted following contract execution. Broker compensation, if applicable, must be embedded in the quoted rate with no separate broker fees allowed. Market price adjustments at award are limited to the lesser of documented market changes over four weeks or 5 percent of the proposed per-kilowatt-hour rate. Bidders must demonstrate financial stability, New York State regulatory licensing eligibility, experience serving higher education or public sector entities, and the ability to manage fixed-price contracts subject to market volatility. Three years of financial statements and references from at least three similar institutional clients are required. Cost proposals are evaluated on lowest total cost (maximum 50 points), with technical proposals weighted on experience (20 points), qualifications (15 points), and financial stability (15 points). Constellation New Energy is the incumbent contractor, having been awarded a contract within the past five years.
