About this file

This is Addendum 2 to Request for Proposals 2026-06 issued by SUNY Schenectady for fixed-price electricity supply services. The procurement seeks qualified electricity suppliers and brokers to provide firm, fixed, and all-inclusive pricing on a $/kWh basis for either a three-year term (January 1, 2027 through December 31, 2029) or a five-year term (January 1, 2027 through December 31, 2031). The College's annual electricity consumption is approximately 5.5 million kWh distributed across ten meters within NYISO Zone F (National Grid/NIMO territory). A pre-proposal conference was held via Microsoft Teams on June 30, 2026 at 10:00 a.m. ET. Written questions were due July 7, 2026 at 2:00 p.m. ET, with responses posted as addenda by July 14, 2026. Proposals were due July 23, 2026 at 2:00 p.m. ET. The Board of Trustees was scheduled to present finalist recommendations on August 17, 2026, with contract award anticipated August 18, 2026.

Pricing must be firm, fixed, and all-inclusive with no pass-through charges, surcharges, or additional fees permitted after contract execution. Broker compensation, if applicable, must be embedded in the quoted rate with no separate broker fees allowed. Market price adjustments at award are limited to the lesser of documented market changes over four weeks or 5% of the proposed $/kWh. Bidders must demonstrate financial stability, New York State regulatory licensing eligibility, experience serving higher education or public sector entities, and the ability to manage fixed-price contracts subject to market volatility. Three years of financial statements and references from at least three similar institutional clients are required. Cost proposals are evaluated on lowest total cost (maximum 50 points), with technical proposals weighted on experience (20 points), qualifications (15 points), and financial stability (15 points). The incumbent contractor is Constellation New Energy, which was awarded a contract within the past five years. Proposals must include three bound hard copies of technical submissions plus two electronic copies, and two hard copies with original signatures for cost proposals.
