About this file

This document is a Request for Proposal (RFP) RFP2025-005 issued by the City of Kissimmee, Florida, seeking proposals for the Modernization of City Hall Elevators. The project involves a complete turn-key modernization of two Dover DMC Hydraulic Passenger elevators located at 101 Church Street, each with 5 landings. The scope requires converting the existing hydraulic elevators to traction operation, ensuring compliance with Chapter 399 of Florida Statutes and ASME A17.3-2015 safety codes. A non-mandatory pre-bid meeting is scheduled for April 23, 2025, at 2:00 PM, with a site visit to follow. Sealed proposals are due by 2:00 PM on May 16, 2025, with a public opening at 2:30 PM the same day. Bidders must submit one original, two copies, and one electronic copy of their proposal. The contract will remain in effect until a final Certificate of Occupancy is issued, not to exceed 12 months from the effective date.

The RFP includes specific requirements for bonding, insurance, and local vendor preferences. Contractors must provide a 5% bid bond and a 100% performance bond, along with comprehensive insurance coverage including workers' compensation, general liability, automobile liability, and umbrella insurance. The City of Kissimmee offers a local vendor preference for Osceola County businesses, potentially allowing a local vendor to match the lowest bid. The modernization project encompasses comprehensive technical requirements, including conversion to MRL Traction with machine room-based controllers, digital controllers, and regenerative drives, as well as updates to HVAC systems, electrical infrastructure, machine room and pit lighting, emergency power systems, elevator phone lines, fire alarm systems, and security camera installation. The evaluation will consider the bidder's experience, understanding of the project, and cost proposal, with a total of 100 points allocated across these criteria.
