About this file
The document is a Request for Proposal (RFP) Number RFP2025-003 issued by the City of Kissimmee, Florida, seeking umpire services for city-run leagues and tournaments at Fortune Road Athletic Complex and Denn John Fields. The RFP requests two umpires per game, with the city anticipating 300 to 325 games during the original contract term, though this estimate may vary due to factors like weather or participation levels. Proposals are due by 2:00 PM on January 31, 2025, with a contract term of 12 months and potential renewals for two additional 12-month periods, totaling a maximum of 36 months. The successful proposer will be responsible for scheduling umpires, conducting clinics and training, ensuring umpire certification with Slow Pitch Softball organizations, and managing game-related responsibilities.
The RFP includes specific requirements for proposers, such as providing a per-game, per-umpire fee, submitting references, and having a valid business tax receipt. The City has a local vendor preference policy that may give advantage to Osceola County vendors if they match the lowest bid. Insurance requirements include workers' compensation, comprehensive general liability, automobile liability, and umbrella liability coverage. Proposers must comply with various provisions, including E-Verify requirements, background checks, and maintaining a drug-free workplace. The city reserves the right to accept or reject any proposals and will evaluate submissions based on factors such as price, quality, compliance with specifications, delivery, and the proposer's reputation.
