Change #1: Chapter 10 - Programs, Page 48 02/2012
On page 48 of the Statement of Work, the following sentence:
If electronic monitoring equipment is to be used, the contractor must notify the CCM of the type of operational specification standards.
Has been replaced with the following bolded paragraph:
If electronic monitoring equipment is to be used, the contractor must utilize a program with GPS equipment, for residents who have been determined to require this enhanced monitoring. Determination to place inmates on electronic monitoring will be made on an individual basis with the RRM being the approving official. The contractor must notify the RRM of the type of operational specification standards. The contractor must be able to accommodate at least 10% of their overall population (quota) on GPS. If desired by the contractor, the contractor could have all other inmates on
Home Detention on a different electronic monitoring system.
Change #2: Chapter 11 - Security & Accountability, Page 62
02/2012
The following paragraph on "Monitoring Accountability", found on page 62 of the attached Statement of Work, has been modified with the addition of the bolded language outlined below:
1. MONITORING ACCOUNTABILITY. The contractor will be able to locate and verify the whereabouts of offenders at all times. Written procedures will be established to guide staff in meeting this requirement. The contractor will contact the offender either telephonically or in-person at random times at work, home, or at authorized destinations to maintain accountability. This should occur at a frequency that ensures accountability and should be commensurate with the accountability needs of each individual offender. The contractor may provide an electronic monitoring system, which must have GPS capability, for residents who have been determined to require this enhanced monitoring. The RRM will determine the appropriate placement with the GPS equipment. When the contractor utilizes an electronic monitoring system with GPS capability the contractor may request and RRM may modify the daily contacts if it is in the best interest of offender accountability and program objectives. The RRM has the authority to increase or decrease the number of required accountability checks.
Change #3: Chapter 11 - Security & Accountability, Page 68
02/2012
Two changes made under section e. Alcohol testing on page 68.
First change made in the Alco-Sensor Model numbers II, III deleted, and only IV kept.
Second change made is the addition of one sentence at the end of the paragraph which is bolded.
The new paragraph reads as follows:
A reliable testing instrument such as the one used by the BOP
(Alco-Sensor Model IV), or comparable instrument/ device, will be used for testing. An adequate number of devices will be kept and calibrated, at least monthly, in accordance with manufacturer standards. These checks will be documented in the test log. Any testing instrument used must have a filter which eliminates false positive results due to the presence of ketones/acetone from diabetic offenders.
