Subject: Springinsguth Road Improvements (Weathersfield Way to Schaumburg Road)
Request for Proposal for Phase I Engineering Services
The Village of Schaumburg Department of Transportation (hereafter Village) is seeking the assistance of a Consulting Engineer for Phase I Engineering Services for the Springinsguth Road Improvements project between Weathersfield Way and Schaumburg Road. Springinsguth Road is under the jurisdiction of the Village of Schaumburg.
Phase I and II Engineering are planned to be funded locally; however, Phase III Engineering and Construction of the project are anticipated to be funded through the federal Surface Transportation Program (STP). Therefore, all work must be done in accordance with STP guidelines.
The Village of Schaumburg is a member of the Northwest Municipal Conference (NWMC). The Consulting Engineer will need to work with the Village and NWMC to determine how STP funding can best be secured and coordinated. This project includes the completion and submittal of a project application for STP funding through NWMC as part of the next call for projects.
The Consulting Engineer shall perform and carry out, in a professional and satisfactory manner, the necessary services required to complete the requirements included in the project. The Village shall provide a qualified project manager to assist the Consulting Engineer in Village interpretations. Phase I of the project will be managed through the Village’s Transportation Department in coordination with the Engineering and Public Works Department. The services to be provided related to this Request for Proposal (RFP) are described in the Minimum Scope of Services section of this RFP. All work must adhere to Village and Illinois Department of Transportation (IDOT) standards as required.
The Consulting Engineer shall have successfully completed a minimum of three projects of the same type and size as this roadway improvement project within the past five years. The proposed Phase I Project Manager shall have a minimum of three years of experience in the respective phases of Engineering on IDOT Bureau of Local Roads and Streets (BLRS) projects. A list of these projects and the IDOT BLRS contact and local agency contact for the project should be provided.
Project Description
Springinsguth Road between Schaumburg Road and Weathersfield Way is a major collector in western Schaumburg that is a four-lane cross section. Springinsguth Road is an urban cross section with curb and gutter throughout the project limits, and sidewalks are provided on both the east and west sides of the road. There is no dedicated on-street parking within the project limits.
Springinsguth Road is characterized by residential land uses throughout the corridor, with some commercial property on the north end and Campanelli elementary school near the southern terminus.
At the northern terminus, the intersection of Springinsguth Road and Schaumburg Road is served by a traffic signal. The intersection and the traffic signal are both controlled by the Cook County Department of Transportation and Highways (CCDOTH). If possible, the Village desires to keep the project outside of CCDOTH right of way; however, that may not be feasible and coordination with CCDOTH should be anticipated. At the southern terminus of the project limits, the intersection of Springinsguth Road and Weathersfield Way is all-way stop controlled. Except for the intersection at Schaumburg Road, Springinsguth Road is owned by the Village of Schaumburg.
The south end of the project is the intersection of Springinsguth Road and Weathersfield Way. The intersection is all-way stop controlled. Weathersfield Way is a minor collector owned by the Village of Schaumburg, and is a two lane cross section to the east and west of the intersection with Springinsguth Road, with bicycle lanes provided.
The Village is anticipating full-depth reconstruction of Springinsguth Road. All improvements will need to follow applicable STP guidelines. In addition to pavement reconstruction, the project will consider drainage, lighting, and bicycle and pedestrian improvements. Within the project limits approximately 2,600 linear feet of water main will require replacement, and the location and condition of other Village-owned infrastructure within the corridor will need to be evaluated. The intersection of Springinsguth Road and Weathersfield Way underwent a detailed intersection study in 2020 that evaluated alternative traffic control options to the existing all-way stop. As a result of that evaluation, a roundabout was recommended at the intersection to be accompanied by a travel lane conversion on Springinsguth Road from a four-lane cross section down to two travel lanes and a two-way center turn lane. Because this project includes the intersection of Springinsguth Road and Weathersfield Way, the recommendations from that intersection study must be considered as part of Phase I Engineering—including proposed bicycle and pedestrian facilities. In accordance with the Village’s Complete Streets Policy, Phase I will include upgrading all bicycle and pedestrian facilities to meet the current applicable Americans with Disabilities Act standards.
Minimum Scope of Services – Phase I Engineering
• Attend, with Village staff, all appropriate meetings with other agencies involved to ensure appropriate project coordination. The selected consultant must be familiar with the submittal requirements as set forth by the Village and the Northwest Municipal Conference (NWMC). The consultant shall coordinate the project on behalf of the Village with IDOT, Cook County, NWMC, and any other agencies as deemed necessary by the Village.
• Prepare all necessary design reports and studies as required by the Village, Cook County, and IDOT in the processing of the project. These include, but are not limited to, project reports, IDS studies, drainage reports, and environmental reports. Refer to the IDOT Bureau of Design and Environment Manual and Bureau of Local Roads Manual for additional information on Phase I Engineering requirements.
• Obtain updated development plans, maps, traffic data, and crash reports. The Village will be able to provide this information as requested.
• Perform a detailed topographic survey of the project area for use in Phase I Engineering. The survey information shall meet all necessary requirements of IDOT, Cook County, and the Village for project implementation. The survey shall also be suitable for use during Phase II Engineering.
• Meet with the various property owners as necessary to discuss access requirements, right-of-way requirements, construction staging, schedule, and project-related issues.
• Determination of any needed right-of-way, temporary, and/or permanent easements required for the proposed improvement.
• Coordinate with private utility companies to identify potential conflicts.
• Perform a cleaning and video inspection of all existing storm and sanitary infrastructure within the project limits and present potential concerns.
• Conduct regularly scheduled meetings with the Village throughout the duration of the project to present design studies, obtain environmental and design concerns, and administer the project.
• Conduct informational meetings with other impacted agencies, including interested groups, and prepare all exhibits necessary to convey project information at meetings.
• Conduct public outreach such as property owner letters or a public meeting as required. Additional outreach may be needed for a proposed roundabout and travel lane conversion.
• Preliminary estimates of cost based on the improvement plan shall be prepared when requested by the Village. The Village funding cycle is different than other agencies, and it is important to ensure that the consultant provides accurate information to the Village on all identified issues which may impact the budget.
• Complete and submit an application for STP funds for the Springinsguth Road Reconstruction project.
The Village anticipates submitting for STP funding for Springinsguth Road Improvements as part of the 2025 call for projects through NWMC.
