About this file

This is a Request for Proposal (RFP) for Snow and Ice Removal Services issued by the Portsmouth School Department in Rhode Island, soliciting proposals from qualified firms to provide snow and ice removal services for all school grounds from November 1, 2025, through June 30, 2028, with potential two additional one-year contract extensions. The RFP covers four school locations: Portsmouth High School (100,000 sq ft), Portsmouth Middle School (80,000 sq ft), Hathaway Elementary School (50,000 sq ft), and Melville Elementary School (20,000 sq ft). Proposals are due on May 29, 2025, at 2:00 p.m., and bidders may schedule optional site visits with the Technical Point of Contact prior to submission. The contract requires snow and ice removal services during the defined season of November 1st through April 15th, with the ability to extend services outside this period if needed.

The procurement will be evaluated using a point-based system across four criteria: Company Profile (10 points), Equipment Listing (10 points), Relevant Experience and References (30 points), and Pricing (50 points). Pricing will be structured per inch of snow/ice accumulation, with rates for different depth ranges from 0-3 inches to 18.1 inches and over, plus additional charges for manpower and offsite snow removal. Rhode Island sales tax will not apply, and prevailing wage regulations do not cover these services. The Department reserves the right to award the contract based on the most advantageous proposal, not necessarily the lowest price, and requires comprehensive insurance coverage including general liability, auto liability, and professional liability with specific monetary limits.

The contractor shall furnish all labor, materials, services, tools, equipment, and incidentals required to complete snow and ice removal off all asphalt surfaces at the scheduled locations defined in this document. Facilities Director in writing within 24 hours stating the full facts of the incident and extent of the damage. The Contractor agrees to repair or replace any damaged property within a reasonable amount of time but no later than the conclusion of the snow plowing season. Should the Contractor be unable to complete the repairs or replacement, the Contractor agrees to reimburse the Department for the repairs or replacements for the damaged property within 30 days of receipt of invoicing.
