About this file

This is a Request for Proposal (RFP) Scope of Work document issued by the Michigan Department of Natural Resources (DNR) Parks and Recreation Division for the creation of a schematic facility development master plan for Rockport State Recreation Area. The project involves comprehensive planning services for a 4,200-acre property located in Alpena and Presque Isle Counties in northeastern Michigan that includes 6 miles of Lake Huron frontage, a limestone quarry, sinkholes, and an extensive non-motorized trail network. The DNR seeks a Professional Services Consultant (PSC) to produce Phase 300 Schematic Design deliverables including a scaled, rendered site master plan with general construction cost estimates and recommended project phasing. Required design elements include a 100-site modern campground, 50-site rustic campground, 8 rustic cabins, 6 backcountry campsites, a visitor center, administrative services area, day-use beach access facilities, enhanced park entrance, dark sky programming area, and improved sinkhole pedestrian circulation. The scope mandates a minimum of five meetings, including a project kick-off site assessment, face-to-face presentation of three conceptual master plan options, consolidated draft plan review, public open house presentation, and post-public open house review meeting. The PSC must provide three 24" x 36" rendered copies on foam core board for the public open house and 50 copies at 11" x 17" for public distribution, along with three final hard copies, one electronic plan, and project documentation.

The proposal requirements specify that the PSC clearly document the number and format of all meetings (on-site, face-to-face, telephone, or electronic), provide agendas and meeting minutes for all project meetings, and identify all reimbursable travel expenses in the cost proposal. All review information must be submitted electronically and in hard copy format 14 days prior to meetings, with key review meetings held in person. The PSC must provide biweekly progress summary emails to the project team and submit a graphic bar-chart schedule in weeks indicating the proposed timeline based on the contract start date, with 14 calendar days allocated for each owner review submission. The PSC is required to maintain a complete project file in hard copy format containing all documentation, correspondence, RFIs, field orders, and communication logs, which shall be delivered to the Lansing office of the DTMB Design and Construction Division with the final payment request. All consulting services must comply with State of Michigan Department of Management and Budget Contract for Professional Services and DTMB Facilities Administration, Design and Construction Division policies and procedures.

RFP Scope of Work Description Rockport State Recreation Area – Development Master Plan 751/18164.GAG

Department of Natural Resources / Parks & Recreation Division

The DNR Parks and Recreation Division (PRD) is requesting assistance in creating a schematic facility development masterplan that when finalized will be used as the guiding planning document to pursue funding for implementation of phased development for public improvements at this location.

Project Background Information:

Rockport State Recreation Area is a unique environmental, historical and cultural property consisting of approximately 4,200 acres and lies in both Alpena and Presque Isle Counties in north eastern Michigan. The site provides 6 miles of frontage on Lake Huron and includes the Besser Natural Area (95 acres) at the north end and a limestone quarry at south end with unique sinkholes in the central part of the property. The Rockport boating access site and a small day use parking area also exists at the south end of the facility. An extensive non-motorized trail network is used for hiking, biking and equestrian riding.

A DNR general management plan was completed in 2008 and outlines a 20-year vision with general management zones that shape the value and general intent for the facility. In 2010 a Phase-2 plan was completed which outlines 10-year action goals and in 2015 a Phase-3 plan was completed which outlines 5-year implementation goals. In 2016 the DNR and the Michigan State University Landscape Architecture program participated in a class project to assess recreational opportunities outlined in the above plan combined with additional public input to produce conceptual plans and ideas for improvements.

Proposed Scope of Work:

Interested bidders shall provide a complete PSC Proposal for all services necessary for creating a schematic facility development master plan. Consulting services shall follow the State of Michigan, Department of Management and Budget Contract for Professional Services and DTMB Facilities Administration, Design and Construction Division policies and procedures for Phase 300 Schematic Design. Proposals shall include Phase 300 as required to produce a scaled, rendered site masterplan representing all desired elements for improvements. Deliverables shall include a general estimate of construction cost by category and recommended project phasing.

The PSC shall prepare for review and revise as necessary for acceptance, progressive schematic design architectural and or engineering drawings consistent with the Project scope of work, which depict the areas(s) and relationship of the functions outlined in the program and scope of work requirements. PSC shall establish the design basis for and show principal design elements and locations of proposed built features. PSC shall utilize existing aerial photography, USGS topographic information, and soil surveys to develop the base drawing for creation of a viable master development plan. Detailed survey work, geo-technical testing or formal environmental assessment services are not anticipated for this phase of the project.

Professional services shall include but are not limited to:

• The successful PSC shall read through all DNR PRD submitted documentation and planning information and produce a written master development plan summary for project team review and approval. The edited written summary will become the basis for the master development plan design.

• Based on the written master development plan summary a minimum of three versions of rendered conceptual schematic master plans shall be prepared for presentation to the project team at a face to face meeting.

• From this presentation, one concept or a combination of elements from multiple concepts will be consolidated into one updated conceptual master development for project team review and comment. The updated concept may be presented in an electronic GoTo Meeting format if desired.

• With project team input, the schematic master plan shall be updated and prepared for a “public open house” input session. The PSC shall attend the public open house to assist in answering questions, addressing and recording the public comment. The PSC shall provide three rendered, 24” x 36” copies of the draft schematic master plans mounted on form core board for presentation at the open house. 50 rendered, 11” x 17” copies of the plan shall also be provided for pubic distribution.

• Following the public open house, the PSC shall coordinate a GoTo Meeting discussion to review the public comments, questions and input for possible updates to the draft schematic master development plan.

• Finalize the schematic master development plan, develop preliminary estimate for construction by category and formulate recommended project phasing and submit to the project team for a 90% review.

• Complete final edits and provide three, 24” x 36” rendered hard copy schematic master development plans, one electronic plan and final estimate for construction by category and recommended project phasing.

Basic Schematic Master Development Design Elements include but shall not be limited to:

• Overall site organization and circulation system

• 100 site modern campground

• 50 site rustic campground

• Modest visitor center

• Administrative services area, headquarter, shop and outdoor storage area

• 8 rustic cabins

• 6 backcountry campsite locations

• Day use beach access, parking and supporting amenities

• Primary park entrance enhancement, defined facility vehicular and non-motorized routes and corridors

• Dark sky programming and viewing area

• Sink hole pedestrian circulation system and improved public access points

• Pier/dock rehabilitation or treatment

• Rockport Road entrance parking lot and connection to facility trail system

• All design shall comply with DNR PRD campground design guidelines
