SECTION 1: GENERAL INFORMATION
1.1 INTRODUCTION
The State of Oregon, acting by and through its Oregon Department of Administrative Services, Procurement Services (“DAS PS”), on behalf of the Office of Oregon State Police (“OSP”) or (“Agency”), is issuing this Request for Proposal under the provisions of ORS 279B.060 for Truck Bed Extension Storage Units (“TBESU”)
Agency currently uses truck bed extension storage units on several of its truck and SUV emergency vehicles. The TBESUs are custom made for each make and model of emergency vehicle. These units are used to store extra operational equipment for Patrol, Training, SWAT, Arson, Oregon State Fire Marshall, Accident Recreation, and Evidence units.
Agency desires to obtain TBESUs to install on its existing emergency vehicles to increase their storage capacity, and to use on new vehicles to provide for future growth of Agency’s emergency vehicle fleet.
DAS PS anticipates the award of one (1) Price Agreement from this RFP.
The initial term of the Price Agreement is anticipated to be two (2) years with an option to renew in two (2) year increments for an additional eight (8) years, for a potential total ten (10)-year term.
Agency may issue purchase orders or work orders pursuant to this Price Agreement. Any purchases under the Price Agreement must be authorized by purchase orders or work orders issued by Agency in accordance with the ordering procedures described in the Attachment A - Sample Price Agreement. Proposers are advised that there is no guarantee of any specific amount of purchases under the Price Agreement. Notwithstanding the award of a Price Agreement, DAS PS may conduct separate solicitations or award project-specific contracts or purchase orders for Goods or Services similar to what is described within this RFP using any method allowed by law.

“Worker” pursuant to EO-21-29, means an individual who is not an Employee, and is engaged to provide goods or services to the Executive Branch through any formal or informal agreement, whether compensated or uncompensated. Individuals are exempt from the definition of Worker unless any provision of the agreement to provide goods or services requires work to be performed in person and on site at an Executive Branch worksite, regardless of frequency, whether other persons are present, or any contingent nature of that requirement. Further information can be found at:

2.3 OVERVIEW AND PURPOSE
2.3.1 Agency Overview and Background

Founded in 1931, OSP’s mission is to serve the State of Oregon with a diverse workforce dedicated to the protection of people, property, and natural resources.
OSP’s values represent the “moral compass” of the agency. OSP is committed to living these values every day and embodying them in its daily activities as public safety professionals:

4.12 POINT AND SCORE CALCULATIONS
Points possible for each item are listed in the table below.

The SPC will combine the average score for each Proposal with Proposer’s price score and reference score.
After any applicable preference has been applied, the SPC will determine the rank of each Proposal, with the highest score receiving the highest rank, and successive rank order determined by the next highest score.
DAS PS may, in DAS PS’s sole discretion, determine an apparent successful Proposer with no additional rounds of competition. If additional rounds are conducted, DAS PS will rank advancing Proposers at the conclusion of each subsequent round and may determine an apparent successful Proposer at any time during the solicitation process.
4.14 NEXT STEP DETERMINATION
At the conclusion of a round of competition, DAS PS may choose to conduct additional round(s) of competition if in the best interest of the State. Additional rounds of competition may consist of, but will not be limited to:
• Interviews
• Presentations/Demonstrations/Additional Submittal Items
• Discussions and submittal of revised Proposals
• Serial or simultaneous negotiations
• Best and Final Offers
