About this file

This Request for Proposals (RFP) is issued by the Oregon Department of Fish and Wildlife (ODFW) seeking a contractor to provide helicopter survey services for big game species in Northeast Oregon counties including Wallowa, Union, and Baker. The contractor must supply two different helicopter types—a Robinson R44 and R66 or equivalent models—each required at different times throughout the survey year, along with experienced pilots, a four-wheel-drive fuel truck, and a licensed fuel truck driver. The agency seeks approximately 561 flight hours over a two-year period from July 1, 2026, through June 30, 2028, with surveys conducted seasonally for deer, goat, elk, bighorn sheep, and pronghorn populations. The proposal submission deadline is June 3, 2026, at 2:00 PM PDT, with questions and clarifications due by May 20, 2026. The agency anticipates issuing a Notice of Intent to Award approximately June 10, 2026. The initial contract term is two years, with the agency reserving the right to amend for two additional two-year periods, potentially extending the contract to eight years total through written amendments.

The RFP does not specify pricing terms or budget amounts in the available document sections. Proposers must meet minimum qualifications including FAR Part 135 certification for helicopters and pilots, with pilots required to have minimum 3,000 hours as pilot in charge in helicopter operations and 1,000 hours of low-elevation flight experience. Aircraft must have bubble doors for visibility, GPS navigation systems, real-time aircraft tracking capabilities, and working radio communications. The fuel truck must carry a minimum of eight hours of Jet A fuel and be capable of traversing secondary and tertiary roads. The contractor is responsible for all aircraft repairs and maintenance in accordance with FAR Part 135 standards, with a requirement to replace equipment or pilots within 48 hours of failure or removal, subject to $500 daily penalties for non-compliance. The contract includes provisions for liquidated damages if the contractor fails to meet delivery schedules, requiring the contractor to cover the difference between the accepted bid price and emergency replacement service costs.

2.3 OVERVIEW AND PURPOSE

2.3.1 Agency Overview and Background

The Agency’s mission is to protect and enhance Oregon's fish, wildlife, and their habitats for use and enjoyment by present and future generations. Proposals are being requested by the Agency’s Wildlife Division. The Wildlife Division consists of two main programs – Diversity Program and Game Program.

RFP #S-63500-00016646 Northeast Oregon Big Game Helicopter Surveys – Wallowa, Union, Baker Counties

DAS Procurement Services, Version 4.5 March 31, 2023 Page 6 of 24

• The Diversity Program is responsible for statewide species surveys, conservation and management of sensitive, threatened, and endangered species, marine mammal health, and implementation of the State Wildlife Action Plan

• The Game Program is responsible for inventories of game species, game management, hunter surveys, harvest regulations, investigation of wildlife diseases, wildlife damage prevention and response, and predator control.

This proposal request is under the Game Program with the goal of supporting the Agency mission by conducting big game survey operations, wildlife research, disease surveillance, other wildlife species census, related wildlife actions, and habitat condition inventories.

2.3.2 Project Overview and Background

Rocky Mountain elk, mule/white-tailed deer, bighorn sheep, Rocky Mountain goat and pronghorn are the primary big game species in Eastern Oregon. These species have high social, economic, aesthetic and hunting values and play important roles in the economies of rural communities. Annual post season/post winter sex ratios, young to adult ratios, and population estimates are critical to Oregon Department of Fish and Wildlife (Agency) objectives to achieve healthy big game populations and recreational opportunity.

2.4 SCOPE OF WORK/SPECIFICATIONS

The Successful Proposer will provide two (2) different types of helicopters, an R44 and R66, or equivalent, each needed at different times for different surveys, not simultaneously, experienced Pilot(s), and support services including fuel truck and licensed driver, to fly Agency employees in order to survey big game species, primarily in NE Oregon. It is possible surveys will be conducted in any part of eastern Oregon. The Proposer will conduct approximately 561 hours of helicopter flights every two (2) years. These are approximate hours and the actual number of hours required for each aircraft type could vary from that listed above. The schedule is listed below and is also approximate and the actual survey periods will be coordinated in advance between Agency staff and the Successful Proposer. Flights will occur primarily in Wallowa, Union, and Baker counties, but may include other parts of eastern Oregon.

The helicopters must accommodate three (3) observers plus the pilot. Primary airports include Enterprise, La Grande, and Baker City, but remote fueling locations will also be utilized. We will need a fuel truck driver available to fuel at remote locations. We expect to use a maximum of 561 flight hours during this 2-year period.

Initial work and period of performance is to be completed between July 1, 2026, and June 30, 2028.

TASKS:

Successful Proposer will:

a. Provide two helicopters, fuel service truck, fuel service truck driver, and experienced pilot.

b. Conduct approximately five hundred sixty-one (561) flight hours of big game surveys in established survey areas. Surveys are typically conducted for approximately 7-9 flight hours per day, weather permitting. A fuel truck may be necessary for each day of flying. The fuel truck will meet approximately three (3) times a day, or as needed, in base locations for re-fueling. Weather conditions may interfere with the flights.

c. Provide GPS tracking and geospatial software that will be employed to ensure the flight path remains within the sampled sub-units and to ensure complete coverage of each sub-unit.

The search for game animals will occur in select areas over forested lands, open prairie, agricultural lands, private timber, and large canyons from 500 feet to approximately 10,000 feet elevation. The Successful Proposer’s Pilot will need to keep track of flying transects, circling, and hovering over any observed animals.

DAS Procurement Services, Version 4.5 March 31, 2023 Page 8 of 24

d. Transport up to three (3) Agency observers per flight who will be counting animals and determining sex/age composition.

e. Helicopters will have working radios able to communicate with everyone in the helicopter as well as Agency personnel on the ground.

f. The Proposer’s pilots will determine all conditions regarding safety prior to and during the flight. Should the Proposer’s pilots consider the conditions unsafe, they will either forego that particular flight or return to base or any other site deemed more appropriate for safety reasons.

AGENCY will:

a. Provide up to three (3) Agency biologists as observers and survey equipment.

b. Provide dates and times of flights.

c. Provide maps of areas to be surveyed.

d. Instruct the Proposer’s pilot regarding survey locations, routes, approaches, flight patterns, and techniques to allow the Agency biologists to collect all necessary survey data.

The flight schedule is approximate and may be subject to change for reasons of inclement weather.

Schedules may be adjusted between locations if necessary to complete survey work in an effective manner. Actual departure sites may vary to facilitate efficient and safest use of helicopter time. The schedule may also require non-flight days to accommodate weather conditions, aircraft service schedules, and unforeseen events.

2.5 Safety Procedures:

The Successful Proposers pilot(s) must communicate and maintain all safety procedures. Safety procedures will not be compromised at any time during the contract.

2.6 Aircraft to be provided: as described in section 3.1.1

2.7 Aircraft or Equipment Break Down:

Should the helicopter or other essential equipment break down and cause delay or termination of the operation, the equipment shall be repaired or replaced within 48 hours to allow continuance of the project. Failure to do so may result in a $500/day penalty until deficiencies are corrected, or termination of Contract. All aircraft repairs must be made in accordance with FAR Part 135 standards before the operation proceeds.

2.8 Pilot to be provided: as described in Section 3.1.4

2.9 Additional or Substitute Helicopter or Pilot:

If for any reason an additional or substitute helicopter or pilot are required to complete the work required under this contract, it will be the responsibility of the Successful Proposer to supply or subcontract the same, within 48 hours, and with ODFW approval, at the Successful Proposer’s

2.10 Poor Pilot Performance:

ODFW reserves the right to ground any pilot who, in its sole opinion, violates Contract requirements, is unsafe, or otherwise performs unsatisfactorily. Successful Proposer will be required, within 48 hours, to replace the grounded pilot. All replacements shall be approved in advance of use under the contract by ODFW. Failure to furnish a replacement pilot within the specified time will authorize ODFW to assess Successful Proposer the amount of $500 per day for delay, or termination of Contract

2.11 DAMAGES:

Should Contractor fail to provide replacement Aircraft or replacement Pilot as required or otherwise fail to meet the delivery schedule, thereby making it necessary for the State to purchase urgently needed services from another source, Successful Proposer shall pay, in addition to potential liquidated damages, the difference between the accepted bid price and the new price.

2.12 Failure to Perform:

Unless the contractor is providing architectural, engineering, photogrammetric mapping, transportation planning or land surveying services or related services, as defined in ORS 279C.100, or unless the contracting agency for good cause specifies otherwise, the scope of work shall require the contractor to meet the highest standards prevalent in the industry or business most closely involved in providing the appropriate goods or services.
