About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for RFP S-63500-00013532 issued by the Oregon Department of Fish and Wildlife through the OregonBuys procurement system. The RFP seeks to acquire GPS satellite collars for bighorn sheep monitoring and tracking purposes. Proposals are due by May 15, 2025, with the solicitation initially posted on May 1, 2025. The procurement is classified as an intermediate procurement per OAR 125-247-0270. Vendors must submit all eight required attachments, including a sample contract, cost sheet, reference check form, and scored components form, with evaluation criteria expected to encompass technical specifications, pricing, vendor experience, and ability to meet the Oregon Department of Fish and Wildlife's specific wildlife monitoring needs.
This outreach plan requires offerors to demonstrate commitment to providing equal opportunities for Certified Firms—defined as small businesses certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID) in categories including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB). Offerors must disclose their own certification status if applicable, list any contractual relationships with Certified Firms within the past two years, identify potential subcontracting opportunities with approximate dollar values, describe solicitation steps for Certified Firms, and confirm willingness to report subcontractor information to COBID. Compliance with Oregon's business participation requirements is mandatory, and the evaluation of the outreach plan itself will not be scored as part of the proposal evaluation process.
