About this file
This is a pre-proposal conference Q&A summary document for RFP S-44300-00010245, issued by the Oregon Health Authority (OHA) for laboratory billing and collection services to support the Oregon State Public Health Laboratory (OSPHL). The RFP solicits proposals for comprehensive billing and collection services managing approximately 105,000 claim records annually across Medicaid, Medicare, Oregon Coordinated Care Organizations, and third-party payers. The pre-proposal conference was held on October 22, 2025, with a video recording available for reference. Proposals were due by November 14, 2025, at 3:00 PM Pacific Time. The anticipated contract term is five years with potential renewal options, with services required to be operational by May 29, 2026. The project encompasses billing operations across six healthcare facilities in Oregon and Washington, including rural health centers, county health departments, clinics, and a university student health center.
Key technical clarifications from the pre-proposal conference address critical implementation details. Service Level Agreements (SLAs) are negotiable during contract discussions except for non-negotiable items such as choice of law, venue, and constitutional requirements; all services must meet operational expectations by the May 29, 2026, start date. OSPHL currently operates the Orchard Harvest and Orchard Outreach Laboratory Information System (LIS), with billing data exported in CSV format via secure file transfer protocol (sFTP); however, the LIS replacement project has selected LabVantage, with transition beginning through a pilot project in the newborn bloodspot screening testing section. The State of Oregon will host the sFTP for data transmission as specified in Section 2.4.1.3 of the RFP. The OHA encourages participation from small businesses with preferential consideration for disadvantaged, minority-owned, woman-owned, or service-disabled veteran-owned enterprises.

Conference Related Q&A:
Question 1:
Are the Service Level Agreements (SLAs) binding upon the contract start date, or is there a ramp-up period (e.g., 30/60 days) to reestablish SLAs based on historical claims data?
Answer:
• SLAs are defined throughout the RFP and sample contract, and some may be open to negotiation during contract negotiation. Final SLA terms will be negotiated with the apparent successful proposer, except for non-negotiable items like choice of law, venue, and constitutional requirements.
• The intent of the RFP is to define what is most important to the agency while allowing room for collaborative discussion.
• Services must be operational by May 29, 2026, so certain expectations must be met by that date.
Question 2:
What Laboratory Information System (LIS) is currently in use, and what is the plan for transition?
Answer:
• OSPHL’s communicable disease testing services currently use Orchard Harvest and Orchard Outreach (formerly Orchard Copia).
• The current billing data is exported from Orchard Harvest in a .csv format and transferred via secure file transfer protocol (sFTP).
• The LIS replacement project has selected LabVantage.
