About this file

This document is an addendum to a Request for Proposal (RFP) issued by the State of Oregon, acting through the Secretary of State's Human Resources Division, for a leadership training solution. The purpose of this addendum is to modify several sections of the RFP, including the specifications, minimum requirements, required forms, evaluation criteria, and insurance requirements. The target audience for the training includes executives, management teams, team leads, and staff, and the program must focus on teaching participants in leadership roles how to influence employees, identify their needs, and tailor their leadership style accordingly. The training solution should include a model that can be practiced in real-life situations, a self-assessment with action ideas for development plans, and a preference for a blended format of online and in-person learning. Bidders must have 5 years of train-the-trainer experience and provide three references from previous train-the-trainer students. The evaluation criteria include quality and functionality of the training solution (33.3%), cost (33.3%), and ease of integration into the current training solution (33.4%).

The pricing for the training solution must include the cost of training the trainer, supplies per trainee, shipping, and any applicable fees. The current training solution is a situational leadership model, and the agency will choose a solution that integrates with this existing model. The contract term is for up to 5 years, and the RFP covers leadership training opportunities in Marion County and the City of Salem.
