The scope of work encompasses bi-annual cleaning and disinfecting treatment for 15 cooling towers and 8 chillers across the Woolfolk Building, William Winter Building, Central High Building, and Robert E. Lee Building. Services must include chlorination, descaling, power washing, debris removal, and disinfection in accordance with CDC and Alternative Water Treatment standards, with before-and-after photographs required for each service visit. An optional guided building walkthrough was scheduled for February 20, 2026, at 9:00 AM CST, with a question submission deadline of February 24, 2026, at 2:00 PM CST. Bids are due on or before 2:00 PM CST on March 17, 2026, with a Notice of Intent to Award expected on March 30, 2026, and a contract effective date of June 1, 2026. The contract term is five years.

Pricing must be submitted as firm fixed prices covering all labor, materials, equipment, and chemicals on a per-visit basis with a separate call-back hourly rate for services performed outside normal business hours. Qualified vendors must demonstrate a minimum of three years of successful experience providing comparable services, possess valid licenses, maintain workers' compensation insurance, and carry comprehensive general liability coverage of at least $1 million per occurrence and $2 million aggregate, with the State of Mississippi named as additional insured. Materials pertinent to repair work may be stored on-site during service performance. The contract will be awarded to the responsive, responsible bidder with the lowest cost bid. No set-aside designations or restrictions limiting responses to specific organization types are identified. Successful contractors must register with the Mississippi Secretary of State and comply with Mississippi employment verification requirements throughout the five-year contract term. The contract requires Public Procurement Review Board (PPRB) approval and must adhere to the State's standard personal service contract template without substantive revisions.
