About this file
This document is a Questions and Answers file from the City of Sun Prairie, Wisconsin, Department of GIS and Asset Management addressing inquiries related to RFP 20-GIS17 for critical infrastructure asset collection. The RFP solicits proposals from qualified vendors to collect and manage critical infrastructure data, with two primary options: Option 1 involves a LiDAR approach that allows for future asset extraction including water valves and hydrants without additional mobilization, while Option 2 focuses on alternative collection methods without future asset extraction capabilities. The City has existing real-property data (roads, infrastructure, sidewalks, and limited parking) and utilities data (water, sewer, electrical, gas) already in their systems, sourced primarily from Dane County and collected through legacy processes. The City currently operates an MSSQL Enterprise Geodatabase and maintains both a Hub and Enterprise Site web-based GIS platform. All submittals may be completed digitally, and the City has identified that written proposals should include company information, staff qualifications, proposed scope of services, and similar completed projects, with no page restrictions specified. For Option 1 LiDAR pricing, the City requests lump sum estimates broken out per future asset to support future departmental purchasing decisions.
Existing City infrastructure includes 2017 aerial imagery with additional Fly Dane imagery anticipated soon from Dane County. The City follows a hybrid data scheme based on the Local Government Data Model (LGDM) for GIS data collection and quality assurance. The GIS Department will assume responsibility for point and line feature alignment corrections and infrastructure system re-snapping, which the City considers a critical quality control step that should remain internal. Utility data sets have been made available to bidders through bidding networks for estimation purposes to support accurate proposal development. The City has not disclosed contract award dates, renewal options, funding amounts, or specific response deadlines in this questions and answers document.

Below please find answers to questions relating to the RFP 20-GIS17:
Q. May I have a copy of the utility data to help with estimation purposes?
A1. Yes, the GIS Team will forward.
A2. The data sets will be uploaded to the bidding networks for estimating purposes.
Q. In the RFP, Option one includes future asset extraction that includes water valves and hydrants. This is not included for Option 2. May we include the collection of these assets as an additional optional cost to the proposal?
Can we do this with the signs as well? If so, may we have a copy of that data as well to help with the estimation process?
A1. So with LiDAR you have a base collection which allows for extracting feature in future years, without mobilization. The City will only extract features in future years if Department buy-in develops. To answer the question – No, please provide Option #2 estimates on the items discuss in that section.
A2. Signs are not discussed in the RFP.
Q. When the point features are corrected, who will be doing the corrections to the line features to re-snap to the corrected point features? Will that be Sun Prairie staff or do you want the consultant to do that?
A. The GIS Department will do the point and line alignments in the infrastructure systems. We feel this is an important QA/QC step which the City should complete.
Q. How would you like pricing broken out? Would you like to see Future assets broken out lump sum per asset, or lump sum to encompass all Future Assets?
A. Only for Option #1 LiDAR Approach does the City want a lump sum per Future Asset. This information will assist with future Department buy-in. Thank you for bringing this to the City’s attention.
Q. Page 3, Section C How to submit a proposal outlines the mandatory forms, and numbers of copies, required for a compliant submittal. P9. Outlines how the proposal will be evaluated. There is a reference to “Written Proposal/Similar Projects”.
• Is there a format, or page restriction when submitting written detail for the similar projects which we identify on Page 19?
• Should the written portion outlining similar projects be incorporated with the forms or as an attachment?
A. The City has not restricted the number of pages for this proposal. As for the second question, the “written proposal/similar projects” should be the actual proposal that the vendor provides. Usually proposals are submitted with the companies information/history, staff and qualifications, what they propose to do for the city (scope of services), as well as similar projects they have completed in the past. The forms are in addition to the proposal and supplement the information provided.
Q. Can all submittals be done digitally?
A. Yes
Q. Does the City of Sun Prairie currently have an ESRI SDE or Microsoft SQL in operation?
A. Yes, the City uses an MSSQL Enterprise Geodatabase.

Q. Is there a current web-based GIS platform deployed for the City of Sun Prairie?
A. Yes, the City currently has both a Hub and Enterprise Site. Here is a link to our Open DataHub -http://maps-sunprairie.opendata.arcgis.com/
Q. Can you elaborate on critical infrastructure assets? What data layers are included in the critical infrastructure assets database?
A. This is answered in the RFP under both Option #1 (page 10) & #2 (page 12).
Q. What current Real-Property (Roads, Infrastructure, Vehicle Parking, Sidewalks, etc.) data does the City of Sun
Prairie have at hand?
A. Yes to all listed, although parking data is limited.
Q. What current Utilities (Water, sewer, electrical, gas, etc.) data does the City of Sun Prairie have at hand?
A. Yes to all listed
Q. If any Real-Property data is present, how was it collected, to what accuracy and what format (CAD, shapefile, GDB, etc.) is the data present in?
A. Much of this data is provided by Dane County - https://lio.countyofdane.com/
Q. If any Utilities data is present, how was it collected, to what accuracy and what format (CAD, shapefile, GDB, etc.) is the data present in?
A. Enterprise Geodatabase, legacy collection processes vary.
Q. Is there a standard data scheme and data dictionary that the City of Sun Prairie follows in current GIS data collection?
A. Yes, a hybrid of the LGDM.
Q. Does the City of Sun Prairie have any recently flown aerial imagery to support data collection?
A. Yes, 2017. Fly Dane will also be available soon - https://lio.countyofdane.com/ http://maps-sunprairie.opendata.arcgis.com/ https://lio.countyofdane.com/ https://lio.countyofdane.com/
