About this file

This document is a Request for Proposal (RFP) Questions and Responses file prepared by Greater Albany Public Schools District #8j in Oregon for a Food Service Management Company (FSMC) contract. The district seeks an FSMC to operate child nutrition programs across 21 schools serving approximately 8,560 students, preparing and serving meals for the National School Lunch Program, School Breakfast Program, Summer Food Service Program, Child and Adult Care Food Program, and Fresh Fruit and Vegetable Program. Proposals are due January 30, 2026, at 6:00 PM as listed on Oregon Buys, with a mandatory site visit scheduled for January 14, 2026. The contract will commence July 1, 2026, with an initial one-year term and potential renewals for up to four additional one-year periods. A 200-point evaluation rubric will assess financial pro forma, food quality and nutrition programs, employee training, community involvement, management resources, comparable district experience, and professional employee standards. The district currently operates under a one-year emergency contract with its existing FSMC and anticipates awarding the contract by February 11, 2026, with board approval scheduled for March 16, 2026, and state agency approval by April 3, 2026.

The district is district-wide free under the Community Eligibility Provision (CEP) and served approximately 398,327 breakfasts and 1.2 million total meals in the prior school year. Federal reimbursement rates range from $0.55 for paid NSLP lunches to $5.315 for Summer Food Service Program meals, with state supplemental funding through the Oregon Community Eligibility Provision Incentive (CEPI) covering the difference to achieve 90% reimbursement rates for NSLP. The FSMC must guarantee financial break-even, with generated program revenues covering the fixed price per meal and district direct and indirect costs not exceeding 3.26% of operating expenses. All district food service employees remain employed by the school district and are not included in the FSMC meal rate; the district provides labor cost information and does not assess an indirect charge to the food service program. The district currently has no equipment owned by the incumbent FSMC and operates three district-owned box trucks used daily for food transportation. The district is committed to advancing scratch cooking implementation and is open to discussions regarding the use of washable versus disposable service trays.
