RFP Question Responses Summary
This document comprises the Greater Albany Public Schools District #8j's responses to 61 questions submitted by potential bidders regarding a Request for Proposal (RFP) for Food Service Management Company (FSMC) operations. The RFP seeks an FSMC to manage comprehensive child nutrition programs across approximately 21 schools serving 8,560 students. The FSMC will operate multiple federal meal programs including the National School Lunch Program, School Breakfast Program, Summer Food Service Program, and Child and Adult Care Food Program, preparing approximately 1.2 million meals annually. Proposals are due January 30, 2026, at 6:00 PM (correcting conflicting dates in the original RFP), with a mandatory site visit requirement on January 14, 2026. The contract will commence July 1, 2026, for an initial one-year term with potential renewal options for up to four additional one-year periods. Evaluation criteria include 200 total points allocated across financial pro forma (30 points), food quality and nutrition programs (50 points), employee training (20 points), community involvement (10 points), management resources (50 points), comparable district experience (20 points), and professional employee standards (20 points).
The district operates on a Community Eligibility Provision (CEP) basis with federal reimbursement covering 75.94% of meal costs at an average of $4.71 for free lunches, $0.55 for paid lunches, and $2.94 for free breakfasts. The Oregon Community Eligibility Provision Incentive (CEPI) supplements federal reimbursement to achieve a 90% reimbursement rate for qualifying meals, with state reimbursement providing an additional 14.06%. The FSMC must guarantee financial break-even with program revenues covering fixed meal prices plus district direct and indirect costs. All district employees remain employed by the school district rather than the FSMC, with employee labor costs excluded from the meal rate. Current participation data from SY2024-25 shows 398,231 reimbursable breakfasts and corresponding lunch participation across multiple programs. The district is currently operating under a one-year emergency contract and expects to utilize USDA commodity allocations for the SY2026-27 school year. All rebates, discounts, and ancillary revenue (including $3.66 per meal vending rates to the Boys and Girls Club) must be passed through as net costs to the district. A bid bond of 5-10 percent of the total proposed price is required, and performance bonds are mandatory for contracts exceeding $350,000.

2. Which school sites utilize disposable trays and utensils, and which school sites utilize washable/reusable trays and utensils?
a. Response: All sites currently use disposable utensils. Albany Options, CTP@LBCC, South Albany and West Albany HS primarily use boats. Disposable trays are only used due to short staffing or mechanical issues. All sites have access to washable trays. Some schools use paper boats at breakfast instead of washable trays.
3. Along with the hard copies of proposals, is it permissible to provide our proposal on a thumb drive as a PDF instead of a MS Word document?
a. Response: Yes
4. To confirm, within the evaluation criteria, is the cost required to have the greatest points allocated?
a. Response: ODE has approved our evaluation criteria.
b. Although cost is not the top scoring item, please keep in mind the financial requirements laid out in the RFP:
c. Financial Requirements. The food service program will be run on a cost-effective basis so as to be self-supporting. The SPONSOR and the FSMC shall work together to ensure a financially sound and well-run operation. The FSMC shall guarantee that the food service program will achieve, at a minimum, financial break even, defined, as “generated program revenues will be sufficient to cover the fixed price per meal for all meals served plus LEA direct and indirect costs as set forth in this Section.” OAR 581-051-0580(4)
5. Would you provide a breakdown of free, reduced, paid and a la carte meals for all programs per feeding site? Please include a breakdown of these meals to include the
