All work must comply with applicable state and local electrical codes, NEC standards, and manufacturer specifications. The pre-proposal meeting and site visit are scheduled for January 21, 2026, at 11:00 a.m., with written questions due by 5:00 p.m. on the same date. Proposals must be submitted by 12:00 p.m. on February 6, 2026, in two printed copies and one electronic copy to the City of Norcross Public Works Department, 345 Lively Avenue, Norcross, GA 30071, Attention: Charlene Marsh, Capital Projects Manager. The evaluation criteria are weighted as follows: Proposed Approach and Timeline (25 points), Experience and Qualifications (20 points), References (15 points), and Cost Proposal (40 points), with the City selecting the bidder with the best overall score or value rather than automatically awarding to the lowest bidder. Pricing shall cover all labor, materials, equipment, and incidental costs, with monthly progress payments made based on the value of work completed and a maximum retainage of 10% per progress payment. The contractor must provide Workers' Compensation coverage, Employer's Liability insurance with a minimum of $250,000, Comprehensive General Liability Insurance with a minimum $1,000,000 aggregate limit, and Automobile Liability Insurance with a minimum $1,000,000 per occurrence limit. Contractors are responsible for acquiring all necessary building permits and must comply with OSHA standards, work Monday through Friday from 8:00 a.m. to 8:00 p.m., and ensure daily removal of all debris. Liquidated damages of $300 per workday are assessed for any contract completion beyond 90 days from the Notice to Proceed. The successful contractor must submit an executed contract and insurance certificates within ten days of award notification, with failure to do so potentially resulting in contract cancellation and award to the next most qualified bidder.

Evaluations are based solely on the information and materials provided in your response.

7. Use the forms provided, i.e., sample budget form, certification forms, etc.

8. Check the City website for RFP addenda. Before submitting your response, check the City website at https://www.norcrossga.net/bids.aspx to see whether any addenda were issued for the

RFP.

9. Review and read the RFP document again to make sure that you have addressed all requirements.

10. Submit your response on time. Note all the dates and times listed and be sure to submit all required items on time. Late and incomplete responses are never accepted.
