About this file

This is Addendum #2 to a Request for Proposal issued by the Minnesota Department of Administration's Real Estate and Construction Services (RECS) division for architectural pre-design services related to the expansion of Minnesota Correctional Facility-Faribault. The addendum consists of five questions and answers clarifying key aspects of the procurement. The pre-design phase is limited in scope and will be followed by a separate RFP through the State Designer Selection Board process once the project receives approval and funding. The mandatory site visit occurred on August 10, 2026, with attendee lists provided in Addendum #1. Proposals were due August 31, 2026 at 12:00 Noon CT, and questions were due by August 12, 2026. The contract term runs from September 10, 2026 through September 9, 2028, with an option to extend for an additional three years. Pre-design deliverables, including a pre-design report and construction cost estimate, are due by June 1, 2027 for the state bonding session deadline.

The addendum clarifies that firms are not precluded from bidding on the full design project if they are selected for the pre-design phase. National firms with multiple offices may reference relevant experience from projects outside Minnesota, provided the primary submitting firm (preferably the Minnesota office) is credited with the work. The Technical White Paper (TWP) study was made available in Addendum #1. Evaluation criteria weight fees at 30 points, with Key Persons and Specialists, Work Illustrating Qualifications, and Approach/Methodology each receiving 20 points, and Unique Qualifications receiving 10 points. Professional/Technical Errors and Omissions insurance of $2,000,000 per claim and $2,000,000 annual aggregate is required. The state offers a 12% preference for certified Targeted Group or Economically Disadvantaged businesses and a 12% preference for certified veteran-owned small businesses under Minnesota's Small Business Procurement Program.

Subject: RFP Questions & Answers

Questions & Answers:

Question #1: This contract is for predesign only, and once the project has funding, it will go out for RFP again, correct? And likely through the State Designer Selection Board?

Answer #1: Yes, that is correct this phase will only be for pre-design, we must get approval and funding for the project before moving onto the next steps which would be another RFP submitted through the state designer selection board (SDSB) process.

Question #2: Is the firm that performs the predesign precluded from proposing for the full design project?

Answer #2: No this will not preclude the firm who is awarded the pre-design from being awarded the full design.

If funding is awarded the next RFP will include the pre-design distributed to all firms biding on the full design.

Question #3: In reviewing the RFP, we noted the following statement: "Work performed by other segments of the firm not located within the confines of the office submitting this application, or work completed by individuals while employed with other firms, should not be listed." – We are a national firm with a Minnesota office leading this pursuit. We have relevant corrections experience from projects outside Minnesota that we believe would add value to this effort. Could you clarify whether this restriction precludes including project examples from our other offices, or whether firm-wide experience may be referenced if it is directly relevant to the project?

Answer #3: The experience and projects would need to be from the primary firm that is submitting the proposal.

Location of previous project can be out-of-state as long as it’s relevant to the project of the RFP. We recommend that you use the MN office as the primary for your firm.

Question #4: Will a full list of attendees for the mandatory site visit be released?

Answer #4: Yes, see Addendum #1 for a full list of attendees.

Question #5: Will the full TWP study be made available?

Answer #5: The study was made available in Addendum #1.
