Revised 12/2024
REQUEST FOR PROPOSALS (RFP)
Minnesota Department of Administration
Real Estate and Construction Services (RECS) Project Overview
Pre-design for Heating and Cooling Plants at MCF-Shakopee RECS Project Number: 78SH0060 SWIFT Event ID: 2000018310
This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.
Supplier Portal Security Changes
There are new security measures that MMB implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.
For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.
If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.
The State of Minnesota is requesting proposal(s) for a Mechanical engineering service for a pre-design for determining replacement of the existing boilers/heating system with ground source heat pump (GSHP). This effort is to significantly reduce utility costs, reduce greenhouse emissions, and to follow the SB2030 standards along with the 2023 IRA and 2025 OBBBA at the Minnesota Correctional Facility (MCF) Shakopee, Minnesota.
Responders should only rely on information in this solicitation when responding to this RFP.

Department of Administration Scope of Services for
Pre-design for Heating and Cooling Plants at Shakopee Correctional Facility, Shakopee, MN
RECS Project No. 78SH0060
The State of Minnesota is seeking proposals from qualified mechanical engineering consultants to prepare a comprehensive pre‑design study evaluating replacement of the existing boiler and heating system with a Ground Source Heat Pump (GSHP) system at the MCF-Shakopee campus.
The purpose of this pre‑design is to determine the most feasible and cost‑effective approach to reducing long‑term utility costs, reducing greenhouse gas emissions, and meeting statutory sustainability requirements including B3, SB2030, and the applicable provisions of the 2023 Inflation Reduction Act (IRA) and 2025 OBBBA.
1.0 Project Overview:
1.1 Project Scope:
a. Pre-design to request capitol funds to replace the heating system with ground source heat pump (GSHP)
b. We need this pre-design to include estimates for design and construction costs using the State’s pre-design template as shown in Addendum.
c. This report will need to reflect the advantages of switching to ground source heat pump (GSHP) and why it would be beneficial to the facility.
d. B3 and SB2030 standards will need to be evaluated and met with pre-design. Solar panels are difficult on the Shakopee campus looking for other options to meet these standards.
e. Bi-weekly meetings on-site or via teams will be required to update the team on progress.
f. Review existing BAS system and verify the ability to function properly with the new equipment or investigate replacement.
g. If Hazmat is needed it will need to be determined by consultant during the pre-design.

Sustainability, Energy Conservation/High Performance Buildings and Systems:
In accordance with MN Statute 16B.325, all new buildings and substantial renovations must be designed using The State of Minnesota Sustainable Building Guidelines (also known as the B3 Guidelines), available at the State web site: http://mn.gov/admin/business/vendor-info/construction-projects/ (or see guidelines – B3)
ALL Minnesota State bonded projects — new and substantially renovated will be required to meet the Minnesota Sustainable Building 2030 (SB 2030) energy standards. In lieu of the current B3 energy requirements of 30% less than current state energy code, the SB 2030 energy standard will be incorporated into the Minnesota Sustainable Building Guidelines (B3) which are also required for all state bonded projects.
Program support will be offered to design teams in their efforts to meet SB 2030 energy standards for all state bonded projects.
SB 2030 may require either energy modeling or prescriptive energy reduction strategies on new and substantially renovated buildings to attain cost effective energy reduction standards. This may require additional design services to ensure compliance with these energy standards. In conjunction with SB 2030, it is anticipated that utility’s energy conservation program incentives will be offered to help cost effectively meet SB 2030 energy standards.
In accordance with MN Statute 16B.32, Subdivision 1: If the incorporation of cost-effective energy efficiency measures into the design, materials, and operations of a building or major building renovation subject to section 16B.325 is not sufficient to meet Sustainable Building 2030 energy performance standards required under section 216B.241, subdivision 9, cost-effective renewable energy sources or solar thermal energy systems, or both, must be deployed to achieve those standards.
In accordance with MN Statute 16B.32, Subdivision 1a: The total aggregate nameplate capacity of all renewable energy sources utilized to meet Sustainable Building 2030 standards in a state-owned building or facility, including any subscription to a community solar garden under section 216B.1641, may not exceed 120 percent of the average annual electric energy consumption of the state-owned building or facility.
In accordance with MN Statute 16B.32, Subdivision 2: The commissioner of administration in consultation with the commissioner of commerce, in cooperation with one or more public utilities or comprehensive energy services providers, may conduct a shared-savings program involving energy conservation expenditures on state-owned and wholly state-leased buildings. The public utility or energy services provider shall contract with appropriate state agencies to implement energy efficiency improvements in the selected buildings. A contract must require the public utility or energy services provider to include all energy efficiency improvements in selected buildings that are calculated to achieve a cost payback within ten years. The contract must require that the public utility or energy services provider be repaid solely from energy cost savings and only to the extent of energy cost savings. Repayments must be interest-free. The goal of the program in this paragraph is to demonstrate that through effective energy conservation the total energy consumption per square foot of state-owned and wholly state-leased buildings could exceed existing energy code by at least 30 percent. All agencies must report to the commissioner of administration their monthly energy usage, building schedules, inventory of energy-consuming equipment, and other information as needed by the commissioner to manage and evaluate the program.

During the performance of services, schedule and coordinate with the facility staff to identify all viable utility rebate opportunities. Specify equipment that meets or exceeds efficiency standards and qualifications for utility rebate programs. Upgraded equipment specifications that have incremental costs covered by project budget are to be pursued. Specifications are to require that the contractor(s) shall provide necessary documentation, including invoices, required by the utility(s) for the purpose of processing and approving rebate applications, and that the contractor(s) shall work with the State’s facility staff to assist the State in obtaining all possible utility rebates on the project.
Study and/or Predesign Manual When the contract includes services to produce a study or predesign document, the Consultant shall utilize and prepare the predesign in accordance with the State’s Predesign Manual for Capital Budget Project. Studies can be prepared at the Owners and Consultants determined format.
Consultant Performance Evaluation The State will evaluate the Consultant’s and/or subconsultants’ performance for work provided.
