About this file

This is Addendum #1 to a Request for Proposal (RFP) issued by the Minnesota Department of Administration, Real Estate and Construction Services, for pre-design services related to heating and cooling plants at Minnesota Correctional Facility-Shakopee (MCF-Shakopee). The addendum documents the mandatory pre-design meeting held on May 20, 2026, and includes clarifications on project scope, consultant qualifications, and technical specifications. The project, designated RECS Project Number 78SH0060 and Event ID 2000018310, requires qualified mechanical engineering consultants to prepare a comprehensive pre-design study evaluating the replacement of existing boiler and heating systems with a Ground Source Heat Pump (GSHP) system across the MCF-Shakopee campus, which encompasses approximately 206,543 square feet distributed across multiple buildings constructed between 1985 and 2009. Ten firms attended the mandatory meeting, including Pierce Pini & Associates, Victus Engineering, EEA, CMTA, Wold AE, Hallberg Engineering, FVB Energy, DLR Group, Kimley-Horn, and Salas O'Brien.

Key requirements clarified in the addendum specify that consultant teams must include a professional cost estimator to project pricing escalations through 2030, and firms must demonstrate at least two projects completed within the last five years that were designed and constructed with ground source heat pumps or energy-efficient cooling systems within the past ten years. The pre-design scope focuses primarily on central plant upgrades including boiler and chiller replacements, with piping changes limited to those necessary to operate the new plant and serve all currently served areas. Building automation system upgrades may be required to implement the new heating and cooling systems. The state indicated that the revised fee structure is presented as a lump sum rather than percentage-based allocation, all deliverables may be provided electronically with printed copies also acceptable, and a commissioning agent will not be engaged during pre-design. The facility operates two separate heating and cooling plants with specific supply and return temperatures, 100 percent life safety generator backup, and chilled water supply temperatures ranging from 47 to 52 degrees Fahrenheit depending on the plant.

Questions & Answers:

Question #1: Confirm that the design team will be responsible for completing the PD phase of B3 Guidelines Tracking Tool as part of this project.

Answer #1: With a pre-design a B3 tracking tool is not needed just to follow the B3 guidelines.

Question #2: Is a professional cost estimator required as part of the design team?

Answer #2: Yes, we will need to have a cost estimator to show the pricing with the escalation of prices for upcoming years of 2028, 2029, and 2030 to do the work.

Question #3: During the pre-proposal meeting there was discussions about how far into the existing building HVAC systems this Pre-Design should review (replacement of air handlers for example). Please indicate if these systems are to be fully reviewed as part of the Pre-Design or some other level of review.

Answer #3: Primary focus shall be on the plant side to include boiler & chiller upgrades. Unless end use of equipment which serves within the areas, their condition conflicts with upgrading the source equipment it shall remain in service. If equipment is determined to not work with upgraded central plant items, we can address them via supplemental agreement later. One exception to this is building automation systems. Upgrades to BAS may be required to implement the new heating/cooling plant.

Question #4: As discussed at the meeting, please confirm that prior experience with ground source heat pumps can include pre-designs and/or studies.

Answer #4: After meeting as a group, we have confirmed that firms must have at least two projects in the last five years that were designed and constructed with ground source heat pumps and/or energy‑efficient cooling systems. These systems must have been constructed within the last ten years.

Question #5: Will existing utility/site plans be made available prior to RFP response due date to determine site feasibility for ground source wells?

Answer #5: See drawing, which have been provided via ShareFile link: https://mnadmin.sharefile.com/d-s3684b11029a34c1e8180125b89c373f2

Question #6: Is it acceptable for a prime contractor to have not attended the mandatory site meeting if critical members of a partner firm did attend? For example, if an electrical engineering firm was prime and did not attend, but a mechanical engineering firm that did attend was their sub consultant?

Answer #6: The prime firm must have a member of their team attend the RFP mandatory meeting.

Subconsultants must work with a prime consultant who attended the meeting. A list of attendees has been provided and is noted at the top of this addendum.

Question #7: If a construction manager is used as a cost estimator, will they be precluded from bidding on future project work that may result from the pre-design?

Answer #7: No, this does not preclude them from bidding on the project if construction is funded and moves forward.

Question #8: Will the pre-design scope include changes to the 2-pipe distribution system or other infrastructure changes outside of the central plant(s)? This will have significant impact on fee in the proposal.

Answer #8: Piping changes will be limited to what is required to operate the new plant. Upgrades only to ensure all areas currently served by the existing plant(s) can receive heating/cooling form new plant.

Question #9: Are the “percent of total” values shown in Exhibit B prescribed, or may the consultant propose a different breakdown?

Answer #9: There is a revised Exhibit B attached that represents only a lump sum fee.

Question #10: Are other building upgrades—such as improvements to the building envelope—planned or expected to be included in this scope of work?

Answer #10: No this would be part of a separate project. This project is only for the heating and cooling systems of the prison. If a building envelope upgrade is required for B3 compliance or an option of, this can be addressed via supplemental agreement later.

Question #11: Are printed plans and reports required, or may all documents be provided electronically?

Answer #11: Both

Question #12: The RFP states: Qualified consultants must have four projects within the last five years involving ground source heat pumps (GSHP). Projects must have been designed and constructed no more than 10 years prior to the date of the request for proposal.

Answer #12: Please see answer to question # 4 regarding experience.

Question #13: During the site visit, it was indicated that only one project is required and that projects currently in pre-design may be included. Please confirm whether one project is sufficient and whether projects in the pre-design phase may be submitted.

Answer #13: Please see answer to question # 4 regarding experience.

Question #14: The RFP states that all services must be performed within the United States. Please confirm whether this requirement restricts all project work to personnel physically located within the U.S., or whether team members based outside the U.S. may contribute in a supporting role.

Answer #14: Yes, team members outside the US should be able to have a supporting role in design.

Question #15: Does the State intend to engage a commissioning provider during the pre-design phase? If yes, please clarify the expected scope of the commissioning provider and how responsibilities will be delineated between the commissioning provider and the design consultant during pre-design.

Answer #15: No, we do not plan to hire a commissioning agent for the pre-design process.

Question #16: How much of the campus does the generator back up?

Answer #16: 100% life safety only.

Question #17: How many tons of cooling does the water cooled and air-cooled chiller provide?
