About this file
This is an Outreach Plan attachment for an RFP issued by the Oregon Department of Forestry (ODF) through the Department of Administrative Services Procurement Services (DAS SPS) for a Civil Penalties Case Management System. The RFP seeks to procure a single contract to develop and implement case management capabilities for ODF's civil penalties operations. The attachment requires proposers to complete a Certified Disadvantaged Business Outreach Plan if subcontracting opportunities are anticipated as part of contract performance.
The outreach plan requires proposers to disclose their own certification status as Oregon certified firms and provide details regarding past contractual relationships with both certified and non-certified minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses. Proposers must describe the steps they will take to solicit certified firms for subcontracting opportunities, identify specific subcontracting opportunities and their approximate dollar values, and confirm their willingness to report subcontractor identities and values to the Oregon Certification Office for Business Inclusion and Diversity (COBID). The state requires that certified firms be provided equal opportunity to participate in contract performance for all state-funded procurements, and the information submitted in response to this outreach plan requirement is not considered in any scored evaluation of proposals.
