SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS
ARTICLE B.1. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES
The purpose of this acquisition is for the National Institutes of Health (NIH) Office of Research Services (ORS) Division of Amenities and Transportation services to establish a contract that will provide a comprehensive nationwide emergency and short-term back-up child/adult/elder care placement service for the NIH workforce during work hours (NIH Back-up Care Program). The availability of a back-up child/adult/elder care placement service is necessary for the stability of the NIH mission.
Back-up child/adult/elder care is defined as “child care and adult/elder care that is available in unexpected/unusual situations in a timely manner.” Back-up child/adult/elder care is critical for staff, particularly those serving in critical roles, such as researchers, patient care, animal care, emergency and security and who are required to report to work at nights and weekends. Even staff with the most stable child/adult/elder care arrangements can find themselves facing an emergency if a provider becomes ill or unexpected conflicts in scheduling arise. Last-minute absences can seriously disrupt the NIH mission when meetings or events need to be canceled resulting in work delays or the loss of time and money. This loss of time and money is exponential for canceled experiments due to a researcher’s absence. Having access to a reliable, monitored, and comprehensive placement network for emergency and short-term back-up child/adult/elder care would reduce the cost of lost productivity due to unscheduled absences.
ARTICLE B.2. PRICES/COSTS
The final contract will contain the price/cost provisions agreed upon by the Government and the Offeror.
ARTICLE B.3. OPTION PRICES
a. Unless the Government exercises its option pursuant to the option clause referenced in ARTICLE

ADDITIONAL CONTRACT CLAUSES of this contract, the Government may, by unilateral contract modification, require the Contractor to perform the Option Period(s) specified in the Statement of Work as defined in SECTIONS C and F of this contract. If the Government exercises this/these option(s), notice must be given before the expiration date of the contract. Specific information regarding the time frame for this notice is set forth in the OPTION PROVISION Article in SECTION H of this contract.
ARTICLE B.4. ADVANCE UNDERSTANDINGS

Investment Act of 1998 and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency. Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.
