SECTION 1.0 INTRODUCTION

1.1. GENERAL INFORMATION

The City of Cortez is issuing this Request for Proposals for the 2025 Cortez Natatorium

Rehabilitation Project Design.

1.2. BACKGROUND

The Cortez Recreation Center is a cornerstone of the community and houses a widely popular Natatorium with the following amenities: a competition lap pool, a lazy river, a 145-ft long enclosed slide, and a children’s play area with a tot slide and play feature. The

Natatorium has a list of deferred maintenance items that require specialized work and coordination, as these projects are interrelated.

OVERVIEW AND GOALS

1.2.1. The Cortez Recreation Center Natatorium has only received minor, superficial updates since its initial construction in 2003. The goal of this project is to revitalize the space and make the necessary repairs concurrently, thereby reducing the time of pool closures.

The current state of the pool surface is poor, to the extent that it is harming patrons’ feet.

We are, therefore, seeking to resurface all existing pool surfaces to include the competition lap pool and leisure pool inclusive of a lazy river. The play structure is also highly used and is in need of updating. We intend this new play structure to be enjoyed by young children under 5 years old. The sound baffles also require replacement and should be addressed while the pool is already closed. Lastly, our goal for the stairs into the lap lane is to have a permanent design that does not interfere with the lap lane.

Other items for renovation include associated work necessary for resurfacing including tile and grout replacement around the immediate pool area and ensuring pool grates are flush with pool surface.

This proposal is to conduct an assessment to determine the extent of the work needed

(quantity and specifications) and to develop a biddable set of design plans and specifications. Specific items of evaluation include:

1.2.1.1. Extent of repairs necessary for the leisure pool shell beyond surfacing.

Create a design and specification for surfacing reapplication.

1.2.1.2. Assessment of existing tile and grout and inlet/outlet covers for function and VGB compliance. Recommend quantity and specification for tile and grout and inlet/outlet covers.

1.2.1.3. Recommend specification tile or paint for lane line markings.

1.2.1.4. Recommend options for community review and selection for a replacement play pool amenity. Provide design and specification for installation of selected amenity.

1.2.1.5. Assess function and attachment method of existing sound baffles.

Determine if existing baffles are functional and in good repair.

Recommend quantity, specification and attachment method to replace those that are missing.

1.2.1.6. Determine the feasibility of installing permanent stairs in the lap pool to aid in patron ingress/egress from the pool. Should the installation of stairs be found to be feasible, develop a design and specification for their installation.

1.3. ANTICIPATED CONTRACT TERM

1.3.1. Notice of Award is anticipated to be Wednesday, October 15, 2025, and the project term is to end ninety (90) Calendar Days from date of the Notice to Proceed.

Notice to Proceed will be issued once all documentation is provided, and once the

Contract is fully executed by both parties. Construction is expected to begin June 1, 2026.

1.3.2. The City may extend the Contract beyond the anticipated term in accordance with the Colorado Procurement Code, and in the event that the City determines an extension is necessary.

1.3.3. The City may, within its sole discretion, choose not to exercise any option or extension term in the Contract for any reason. If the City chooses not to exercise any option or extension term, it may re-procure the goods and/or services in its sole discretion.

1.3.4. The schedule of events for the proposal process and an outline of the schedule for the balance of the project is as follows:

Individuals with a Disability, as established by the Office Of Information Technology pursuant to Section §24-85-103 (2.5), C.R.S. and 3) all City of Colorado technology standards related to technology accessibility and with Level AA of the most current version of the Web Content Accessibility Guidelines (WCAG), incorporated in the

State of Colorado technology standards.

2.2. MANDATORY MINIMUM REQUIREMENTS

2.2.1. Notice is hereby given to all interested parties that all firms will be required to meet all requirements to be considered for this project. Interested proposers should be prepared to show evidence of the following to be considered as qualified, as a minimum:

2.2.1.1. Provide (design contracting services within the last three (3) years for at least two (2) projects in excess of $20,000 (hard costs), utilizing the expertise present in their most local office to the project location; and

2.2.1.2. Demonstrate specific general contracting experience in projects of similar scope and complexity; and

2.2.1.3. Indicate if the proposing firm has any issues or needed changes to the

Sample Construction Contract included as Appendix B; and

2.2.1.4. Firm must be fully insured with General Liability Insurance, Comprehensive Automobile Liability Insurance, and Professional

Liability Insurance with minimum combined single limits of ONE

MILLION DOLLARS ($1,000,000) each occurrence, and ONE MILLION

DOLLARS ($1,000,000) aggregate. Firm must be able to list the

City as additionally insured.

2.3. SCOPE OF WORK

2.3.1. This Scope of Work describes the deliverables sought through this RFP and the scope of what the awarded Offeror will be expected to present through the contract resulting from this RFP. The Scope of Work is intended to provide interested

Offerors with sufficient basic information to submit a proposal. It is not intended to limit a proposal’s content or exclude any relevant or essential data.

2.3.2. The scope of work, specifically for this request, includes the following: Provide a proposal that encompasses the necessary furnishment of personnel, equipment, and materials needed to rehabilitate the Natatorium at the Cortez Recreation

Center, 425 Roger Smith Avenue, Cortez, Colorado, 81321, addressing deferred maintenance items. The scope of work will include:

2.3.3. Specify resurfacing strategies for both pool surfaces: Competition pool and leisure pool.

Note the product you plan to use. (Approx. 11,000 square feet).

• Address existing grate issues when resurfacing the pools. There are currently four (4) grates in the leisure pool and two (2) in the competition pool. The current grates do not fit flush with the pool surface.

2.3.4. Replace tile and grout surrounding both pool areas, as deemed necessary. (500 linear feet x 4-½ inches wide, see photo Appendix D).

• Replace acoustic baffles in the ceiling. The new baffles must be affixed in a manner that is resistant to a typical indoor pool environment. Previous fixtures have fallen as a result of not being congruent with a chlorinated, damp environment.

• Replace play structure in the leisure pool. Provide three (3) options for consideration. Detail how the play feature will interplay with a new pool surface and new anchor points. New play structure should be approximately

20-foot x 20-foot (see photo Appendix D).

• Add permanent steps into lap pool. Looking for custom-made steps that interfere with lap lane as little as possible while still allowing for appropriate pathway width to exits - approximately 3-to 4-foot wide including railings;

length of stairs to be dictated by depth (see photo Appendix D).

• All removed materials must be disposed of properly in accordance with any relevant state or federal regulations.
