PRODUCT DESCRIPTION

STATEMENT OF WORK

1.0 SCOPE

1.1 Performance Objective

Provide logistical support to the Southwest Regional Maintenance Center (SWRMC) Production Department

Product Families/Divisions and SWRMC Facilities Division, by sourcing and ordering lowest-priced, technically acceptable ship and shop maintenance and repair materials, repair parts, equipment, and related services.

1.2 Background

SWRMC, as a Naval Sea Systems (NAVSEA) Regional Maintenance Center (RMC), has primary mission responsibilities to provide direct support to Type Commanders (TYCOMs) and their U.S. Navy Fleet assets.

SWRMC provides intermediate-level (I-level) maintenance and repair support; oversight for major depot-level

(D-level) shipyard maintenance and repairs; and fleet technical assistance (FTA), assessments, and troubleshooting for all U.S. Navy ships and submarines homeported in or visiting the Southwest U.S. region. The

SWRMC Production Department Product Family shops provide I-level (beyond ships’ force capabilities, but not requiring major shipyard capabilities) maintenance and repairs for U.S. Navy ships and submarines. The

SWRMC Product Families/Divisions currently consist of: Corrosion Control, Engine, Machine, Combat Systems, Production Control, Planning, Process Improvement, and Dive, but may expand or realign in the future. Work is performed in shops located on Naval Base San Diego (NBSD), as well as onboard ships and submarines in the

Southwest region, with the shops currently performing over ten-thousand I-level ship maintenance and repair work packages per year, with that number anticipated to increase in the future as SWRMC Production

Department increases capabilities and capacity/workload. SWRMC Production and Contracts Departments are in need of contracted assistance for logistical support to source and procure ship and shop maintenance and repair materials, repair parts, equipment, and related services. These efforts assist to ensure timely, technically-correct

I-level ship maintenance and repair support is provided, ensuring SWRMC meets its mission, and the U.S. Navy fleet stands ready to fight and win.

1.3 Scope of Work

SWRMC requires the Contractor (hereinafter also referred to as the “Prime Vendor”) to provide U.S Navy ship-related and SWRMC shop-related maintenance and repair material and service logistical sourcing and ordering support for all of the SWRMC Product Family shops, as well as the SWRMC Facilities Division. Note that a list of the general, largest categories of materials and services that have been ordered under the preceding contract is contained herein, but is not all inclusive and does not limit the material and services that may be ordered under this contract, although no materials or services other than those which support U.S Navy ship or SWRMC shop maintenance, repairs, and equipment must be ordered under this contract. The Product Family shops include (but may expand/realign in the future): Corrosion Control Product Family: Corrosion Control, Antenna, Life Raft, Water Tight Door, Ready Service Locker (RSL), and Rapid Securing Device (RSD)/Recovery Assist Secure

Traverse (RAST); Engine Product Family: Diesel, Gas Turbine, Flex Hose, Habitability, Weld, and Weight

Test/Rigging; Machine Product Family: Outside Machine, Inside Machine, Air Conditioning and Refrigeration

(AC&R)/Air Compressor, Elevator/Conveyor Support Unit (ESU/CSU), Optical, Engraving, Locksmith, and

Valve/Self-Contained Breathing Apparatus (SCBA); Combat Systems Product Family: Launcher, Ordnance/Electronic Warfare, Outside Electrical, Interior Communications, Electronics, and Calibration;

Production Control Division: Maintenance Assist Teams (MATs), Maintenance Execution Teams (METs), Maintenance Management, and Material Management; Planning Division; Process Improvement Division; Dive

Division; and Off-Base (off-site) shops: Hoist, Rigid Inflatable Boat (RIB), and Antenna/Radome Preservation

(note that the Off-Base shop facility, where some deliveries must need to be made, is currently located near

NBSD in National City, and is required to be located within fifteen [15] miles of NBSD). Additionally, contract scope includes support for the SWRMC Facilities Division (in support of maintenance, repairs, and procurement/installation/replacement of Product Family shop equipment).

Note that On-Time Delivery is the NAVSEA/SWRMC Mission Priority #1. It is therefore imperative that the

Prime Vendor be able to fulfill delivery of the materials, repair parts, equipment, and services under this contract on time and to the specifications required.

1.4 Period and Place of Performance

1.4.1 The period of performance for this contract must be for a period of one (1) year, commencing on the date set forth in the contract, with four (4) one-year option periods to be exercised at the discretion of the

Government.

1.4.2 The normal place of performance under this contract must be at the Contractor’s facility, located within fifteen (15) miles of NBSD, and aboard NBSD for the purposes of deliveries and meetings. Additionally, ship maintenance/repair crane services may infrequently be required aboard Naval Air Station North Island

(NASNI), and Naval Base Point Loma (NBPL).

1.5 Security

1.5.1 The work to be performed under this contract does not require a Contract Security Classification

Specification, DD Form 254, as there is no classified work to be performed under this contract. The Contractor is responsible for meeting all of the requirements to gain/maintain access to the Naval bases via either Common

Access Card (CAC), Defense Biometric Identification Systems (DBIDS) or any other acceptable security requirement. For vendors that need access to NBSD for heavy/bulky or urgent deliveries, but do not have CACs or DBIDS, the Prime Vendor is responsible for coordinating with the General Supply Specialist (GSS)/Product

Family shop, in order to sponsor the vendor for temporary access through NBSD (or other Naval base as required) Pass and ID.

1.5.2 The Contractor must ensure capability to send and receive encrypted emails to and from SWRMC personnel when needed. SWRMC currently uses the Microsoft Outlook email application.

1.6 Government Furnished Facilities/Vehicles/Equipment/Tools

The Government must not provide any facilities, vehicles, equipment (including IT), or tools to the Contractor.

The Prime Vendor must be responsible to provide these, as required during the performance of this contract, at no additional cost to the Government. Note, however, that the Government must assist in the off-loading of heavy/bulky materials by forklift during shop deliveries.

2.0 APPLICABLE REFERENCES/DOCUMENTS/MATERIAL SAMPLES

Various U.S. Navy, military, and industrial technical documents, to include specifications, standards, handbooks, manuals, drawings, and material samples, may be required during the accomplishment of this statement of work

(SOW), and must be listed in individual requests for proposals (RFPs) / Delivery Orders (DOs). All technical documents/specifications, including any material samples, must be provided by the Government at time of

RFP/DO issuance. Additionally, as needed, the Contractor must coordinate with the GSS/Product Family shop/COR, in order to gain access to other required technical documents/specifications/material samples determined required. The Contractor must ensure that any/all proprietary rights are observed for Original

Equipment Manufacturer (OEM) drawings/documentation, and may be required to sign a Non-disclosure agreement (NDA) form.

2.1 Physical material samples, with documentation of custody transfer, must be provided by the Government at time of issuance of RFP/DO (in cases where technical documents do not provide sufficient information for the vendor to manufacture or procure materials and/or repair parts. Material samples must be returned to and signed for by the requesting SWRMC shop with documentation of custody transfer provided.

3.0 REQUIREMENTS

3.1 General Requirements - The Contractor must provide logistical sourcing and ordering support for all of the SWRMC Product Families/Divisions/Shops, and SWRMC Facilities Division, as follows:

When provided with a request for proposal (RFP) by SWRMC Contracts Department, the Prime Vendor must in turn request quotes from a minimum of three (3) qualified (and certified, when required) vendors capable of providing the materials, repair parts, equipment, and/or services that exactly match the description, part numbers, and specifications provided. If materials to be provided are any other condition than new (e.g. refurbished, government surplus, previously used, etc.), the Prime Vendor must clearly identify this in their quote. If there is only one source for the materials, repair parts, equipment, and/or services (e.g. OEM repair parts), the Prime Vendor must provide a sole-source justification letter with their quote, detailing why only one vendor can supply the materials, repair parts, equipment, and/or services. If a vendor informs the Prime Vendor that they must only sell directly to the Government, the Prime Vendor must request and SWRMC may provide a letter explaining that the Prime Vendor is ordering in direct support of the Government. The Prime Vendor must provide electronic copies of all vendor quotes received, and must ensure that each vendor quote specifies, at a minimum, the following materials, repair parts, equipment, and/or services details: quantity, nomenclature, part number, price, lead time, any exceptions to the RFP, and any other information that is relevant to the quote. The Prime Vendor must refrain from including additional unjustified lead time to RFPs/DOs. If there are specific circumstances warranting the inclusion of additional lead time to RFPs/DOs, the Prime Vendor must provide substantially-justified detailed rationale in writing for why additional lead time is required. For services which require multiple steps during the performance of the service process (e.g. equipment/component stripping and galvanizing services), the quote must include a timeline for the individual steps of the process, in order to allow the

Prime Vendor and Government to verify the service is tracking schedule to meet the required delivery date

(RDD) during execution. The Prime Vendor must provide a price breakdown to the Government, to include any price markup from the vendor’s quoted price. The Prime Vendor’s price must be all-inclusive, and must include all delivery and installation costs, as applicable. The Prime Vendor must ensure all quotes are provided as soon as possible, but no later than five (5) full business days after receipt of the RFP. For urgent materials, repair parts, equipment, and/or services, quotes may be required to be provided in as little as 24 hours after receipt, when specified with the RFP. Although there is no guarantee based on the RFPs received and the quotes submitted, the Prime Vendor may be issued a delivery order (DO), to proceed with providing the quoted materials, repair parts, and/or services, as specified therein. The Prime Vendor must ensure their resultant purchase order (PO) is issued to the vendor within two (2) full business days of receipt from the

Government (within four [4] business hours for urgent DOs).

3.1.1 When the Prime Vendor receives a DO as a result of an RFP, the Prime Vendor has sole responsibility to ensure the materials, repair parts, equipment, and/or services provided are exactly as specified in the DO and vendor quote, and are delivered on or before the RDD, to the location specified (deliver to the respective

Product Family shop onboard NBSD, if not specified otherwise). The Prime Vendor must notify the Government as soon as possible, but no later than three (3) business days prior to the RDD, for DO material/repair part/equipment/service delays, and must provide written request for RDD extension, explaining why the RDD must be extended to include specifically whether the delay was caused by the

Contractor (which includes vendors) or by the Government, along with details for the cause of delay and a new proposed RDD. The Prime Vendor is solely responsible for all late DOs not caused by the Government, and must make every effort to deliver as soon as possible, to include paying production and/or shipping expediting fees at no additional cost to the Government. The Prime Vendor must ensure the materials, repair parts, equipment, and/or services are received and accepted by a Government representative (preferably the

GSS involved with the order, but otherwise another Government civilian or military member within the same shop or Product Family; no contractors). The Prime Vendor must ensure that there is a Government representative and any required equipment (e.g., shop forklift and operator for heavy/bulky materials) available before attempting to deliver the materials, repair parts, equipment, and/or services, and must perform all deliveries during the following Product Family shop hours: 0700-1100 and 1230-1500, unless exceptions are made by the shop in writing. The Prime Vendor must ensure that the Government representative receiving the materials, repair parts, equipment, and/or services provides the following clearly legible information on the packing slip: printed first and last name, signature, date, and any exceptions to the order (e.g., partial delivery). The Prime Vendor must ensure the clearly legible, signed packing slip is submitted with the invoice as proof of delivery/acceptance. Materials, repair parts, equipment, and/or services must be delivered in entirety, to the exact specifications required, on or before the specified RDD.

For bulky and/or urgent materials, it is acceptable for a vendor to deliver the materials directly to the shop, but the Prime Vendor is recommended to accompany the vendor, and remains fully responsible for the delivery. If the vendor is unable to access the base for any reason, the Prime Vendor must make other arrangements to deliver, at no additional cost to the Government. For delays beyond the Contractor’s (to include subcontractor’s) control, such as Acts of God, the Contractor may request a DO not be considered late for quarterly incentive fee calculation purposes. The Contractor must submit rationale with complete documentation detailing why the delay was beyond the Contractor’s (to include subcontractor’s) control.

The COR will review provided documentation and forward it to the Contracting Officer, whom will make the final determination.

3.1.2 For informational purposes, historically, an average of one to two hundred (100-200) RFPs have been issued per year under the preceding contract, with the majority resulting in delivery orders (DOs). Although

SWRMC Production Department anticipates increasing capabilities and capacities with a resultant increase in Prime Vendor Contract usage, there is no guarantee of future contract usage, and usage may vary significantly (decrease or increase) dependent on SWRMC Production Department workload, materials, repair parts, equipment, and services availability through mandatory sources (e.g. National Stock System

[NSN] items), NAVFAC crane availability, and ship repair funding availability. Note that there is no guarantee that a DO must be issued when an RFP is received and a quote is submitted.

3.1.3 The following is a general list of the largest categories of materials and services ordered under the preceding contract (note that this list is not specific, not all-inclusive, and not a guarantee or predictor of future materials, repair parts, equipment, and services to be ordered under this contract): ship stern tube seal parts; ship compressor parts; ship life raft materials and supplies; ship diesel engine parts; ship tank level indicator (TLI) parts and services; ship accommodation (accomm) ladder materials; ship flight deck safety net and frame materials; ship pump and motor parts and services; raw metal and plastic stock for shop machining; ship equipment/component blasting and preservation services; ship material and ordinance handling equipment (MHE/OHE) parts, battery services, and blasting and preservation services; various ship equipment, parts, and components; and shop equipment parts, maintenance, repair, and installation/replacement services. Prime Vendor must have access to an internet subscription-based parts and logistics research tool, such as Haystack or LogiQuest, to assist in the identification of manufacturers/vendors/sources who have previously-fulfilled Government contracts for National Stock

Number (NSN)-supported material. This access will not be provided by the Government.

3.1.4 Additionally, the Prime Vendor must provide land (truck-mounted) and floating crane services in support of the onload/offload of shipboard equipment and components, and for the accomplishment of shipboard weight test evolutions, in support of SWRMC Product Family work. The Contractor must be responsible for providing crane with operator and support personnel, weights, and rigging gear required for the evolution, as specified in the

RFP/DO. RFPs/DOs must provide the specific taskings, weights, ship location (which Naval base and pier, with the vast majority being aboard NBSD), dates, and number of hours of crane service required. The contractor must ensure the cranes provided meet the requirements of NAVFAC P-307 (latest revision), are in good condition, maintained, and capable of accomplishing the specified taskings, taking into account the pier and ship locations, shipboard equipment weights and locations, and test weights to be utilized, as applicable. The following size-categories of cranes may be needed, dependent on the specific evolution/tasking as specified in the RFP/DO: land cranes – 51-110 ton, 200-ton, and 275-ton; and floating crane – 112-ton. The cranes must typically be provided for four (4) or eight (8) hours per day for land cranes, and for eight (8) hours per day for floating cranes, as specified in the individual RFP/DO. The Government must provide a minimum of 24-hour notice for changes in schedule, which the Contractor must accommodate. The following is a list of the most common equipment/components requiring shipboard onload/offload, but is not all inclusive: life rafts; accomm ladders;

ready service lockers (RSLs); antennas and radomes; combat systems components and equipment; flight deck-related components and equipment; mechanical equipment including gas turbines, pumps, valves, air compressors, stern tube seal kits, various shipboard components and equipment, and shop work equipment including conex boxes, tool boxes, welding gas bottles, and welding supplies. The following is a list of the most common shipboard weight tests required, but is not all inclusive: J-bar davits; boat davits; stanchions and handrails; and flight deck nets, frames and components. The following is a list of the most common weights required for the accomplishment of shipboard weight tests, but is not all-inclusive. Note that any quantity/combination of these may be required for a specific weight test evolution. Additionally, some weights may be provided by SWRMC Production Department and/or NAVFAC, for use during the weight test, as specified in the individual RFP / DO. Weights required: five (5) one-ton, three (3) 4,000-pound, three (3) 3,000-pound, two (2) 1,000-pound, five (5) 500-pound, one-hundred (100) 100-pound, and ten (10) 50-pound. The

Prime Vendor must be present at the start and also at the end of each day of crane service provided (including each day for the duration of evolutions that take more than one day) in order to ensure the specific tasking requirements for the day are being met. For informational purposes only, and not a guarantee or predictor of future crane service needs, recent SWRMC Production Department annual crane service usage has been as follows: (81) 8-hour floating crane service days, (64) 4-hour land crane service days, and (24) 8-hour land crane service days.

3.1.5 The Prime Vendor must provide a weekly status report on Tuesday of each week. If Tuesday is a Federal holiday, the report may be provided on the next calendar day (Wednesday) (see CDRLs). Additionally, the

Contractor must provide a bi-weekly chart depicting cumulative yearly contract ceiling usage, to include values for expended and remaining ceiling (see CDRLs). The Prime Vendor must meet bi-weekly (every other week) with SWRMC personnel, within one (1) to two (2) business days of submitting the weekly status report, in order to review the report and address any related issues or concerns presented. The Contractor must provide answers to any questions asked within two (2) business days.

4.0 ADDITIONAL REQUIREMENTS

4.1 ORGANIZATIONAL CONFLICT OF INTEREST (OCI) STATEMENT AND NON-

DISCLOSURE AGREEMENTS

The Contractor must provide an Organizational Conflict of Interest (OCI) Statement, stating that the Contractor

(including any subsidiaries and subcontractors proposed under this contract) have no interests/business relationships with any vendors that might be expected to be sourced to provide materials, repair parts, equipment and/or services under this contract. If such relationship does exist, the Contractor must provide an OCI mitigation plan, explaining how execution of the contract must not be affected/influenced by this business relationship. The Government must determine if the OCI mitigation plan is acceptable in order to reduce or eliminate the concern. Additionally, the Contractor must provide signed Non-Disclosure Agreements (NDAs) for all Prime Vendor personnel providing support under this contract, due to potential exposure to third-party vendor proprietary technical drawings and documentation, and information regarding specific U.S. Navy ship locations, schedules, and equipment/components being repaired/replaced with lead times.

4.2 SAFETY

The SWRMC Product Family shops are an industrial environment, and OSHA safety requirements for personnel protective equipment (PPE) and material handling equipment apply. The Contractor is responsible for ensuring compliance with these requirements, to include vendors.

4.3 CONTRACT DATA REQUIREMENTS

See Contract Data Requirements List (CDRLs), Exhibit A.

C-223-H003 EXCLUSION OF MERCURY (NAVSEA) (MAR 2019)

(a) Definitions. As used in this text:

Article means a manufactured item other than a fluid or particle: (i) which is formed to a specific shape or design during manufacture; (ii) which has end use function(s) dependent in whole or in part upon its shape or design during end use; and (iii) which under normal conditions of use does not release more than very small quantities, e.g., minute or trace amounts of a hazardous chemical, and does not pose a physical hazard or health risk to employees.

Boundary of containment means a continuous tight seal (barrier) to prevent the release of functional mercury during normal operation and maintenance. Examples include the exterior of a fluorescent lamp, glass capsule of a mercury switch, and container for mercury reagents. A double boundary of containment consists of two independent seals.

Functional mercury means mercury or mercury compound(s) contained in equipment that is required for the equipment to operate properly, such as that found in mercury switches, fluorescent lamps, flat-panel monitors, thermostats, thermostat probes, small coin type batteries, barometers, and dental amalgams.

Hardware means any article, container, piece of material, individual part, subassembly, assembly, component, or system to which mercury control requirements apply.

Mercury-free means hardware that does not contain functional mercury and is not contaminated by mercury or mercury compounds.

Portable means items that are frequently transported during normal operation. Desk lamps, shop lights, and hand-held instruments are considered portable, while bulbs in stationary light fixtures are not. In general, items that require transport only during maintenance, installation, and removal of the items are not considered portable.

(b) The Contractor, and all subcontractors and vendors, shall ensure that mercury or mercury containing compounds are not intentionally added to, or come in direct contact with, hardware or supplies furnished under this contract.

(1) The Contractor shall ensure that mercury and mercury compounds are not taken onboard naval vessels by Contractor, subcontractor, or vendor personnel except for functional mercury used in batteries, dental amalgams, fluorescent lamps, flat-panel monitors, required instruments, sensors or controls, weapon systems, and chemical analysis reagents specified by the Naval Sea Systems Command (NAVSEA).

(2) Portable fluorescent lamps and portable instruments containing elemental mercury must be shock-proof in accordance with MIL-DTL-901E entitled Requirements for Shock Tests, H.I. (High Impact) Shipboard

Machinery, Equipment, and Systems and have mercury enclosed by a double boundary of containment. Some devices with liquid crystal display (LCD) screens utilize a fluorescent bulb backlight to illuminate the LCD screen.

No additional restrictions or controls apply to devices with LCD screens; however, the Contractor shall remove the

LCD screen and seal it in plastic following any evidence that the backlight failed.

(3) For Submarines, any use of mercury containing items must be approved as required by the Nuclear

Powered Submarine Atmosphere Control Manual (S9510-AB-ATM-010/U) Volume 1.

(4) The Contractor shall ensure that mercury and mercury compounds do not contact hardware surfaces in systems covered by NAVSEA Manual NAVSEA 0989-064-3000 entitled Cleanliness Requirements for Nuclear

Propulsion Plant Maintenance and Construction, submarine air systems, level I systems per NAVSEA Publication

0948-LP-045-7010, NAVSEA Material Control Standard, or the submarine safety program (SUBSAFE) surfaces during maintenance or repair. Such hardware is designated as mercury-free. The Contractor shall ensure that all other hardware that could be structurally degraded by contamination with elemental mercury or reactive mercury compounds is separated from it by sufficient distance, or boundaries of containment that effectively prevents contact in all but the most extreme circumstances.

(5) The Contractor shall check any hardware surfaces in the above systems which are known or suspected to have come in contact with mercury or mercury compounds for evidence of structural degradation and external mercury contamination. The existence of external mercury contamination can be determined following MIL-STD-2041D entitled Control of Detrimental Materials.

(6) The presence of mercury in a product may be determined by checking product labeling on material safety data sheets or safety data sheets. Chemical analysis is not required.

(7) The Contractor shall dispose of any mercury and mercury compounds in accordance with OPNAV

Manual (OPNAV M-5090.1) entitled Environmental Readiness Program Manual of 10 January 2014.

(8) If the use of mercury or mercury compounds cannot be avoided, a risk assessment and waiver request, if required, must be performed and submitted per the NAVSEA Hazardous Material Avoidance Process (T9070-AL-

DPC-020/077-2). For systems covered by the NAVSEA Manual NAVSEA 0989-064-3000 entitled Cleanliness

Requirements for Nuclear Propulsion Plant Maintenance and Construction, submit the risk assessment and waiver request, if required to Nuclear Propulsion (NAVSEA 08).

(c) In all cases where mercury or a mercury compound has contacted hardware surfaces required to be mercury-free the Contractor shall immediately provide a report to the NAVSEA Dry Environmental Systems and Hazardous

Materials (NAVSEA 05P5) via the cognizant contract administration safety office. Reports concerning systems covered by NAVSEA Manual 0989-064-3000 must include NAVSEA Nuclear Propulsion Directorate (SEA 08) in the distribution. Reports must be in letter form and include the date and details of the contact, the surfaces contacted, the recovery actions taken, and the status of the affected surfaces.
