About this file
This document provides a profit adjustment formula for a federal contract to provide material and logistical support services to the Southwest Regional Maintenance Center Production Department product families. The contractor's profit will be calculated based on a total efficiency rating derived from weighted timeliness ratings for urgent and routine delivery order types. Profit amounts will range from excellent at 88.6-100% of maximum to unsatisfactory below 39.9% based on percentages of on-time deliveries. A minimum 90% on-time delivery rate is required to obtain target profit. Rating points will be awarded on a scale from 100 to a minimum of 39.9 based on percentages of on-time deliveries, with 3.8 points deducted for each percent below 100% for urgent and routine orders. Item factors will offset the weights of urgent versus routine orders in calculating total efficiency ratings.

The Rating Point Formula must be completed once for Urgent Delivery Orders and once for Routine
Delivery Orders and each multiplied by its own Item Factor.
Basis - 3.8 points are deducted from the 100 rating points possible for each percent the On Time
Delivery Average (OTDA) falls under 100% giving the following:
* Formula: On Time Deliveries/Deliveries Due = OTDA
100 - OTDA = Multiplier
100 – (3.8 x Multiplier) = Rating Points
**Formula: A-1 Rating Points x .30 = Evaluation Rating
A-2 Rating Points x .70 = Evaluation Rating

***Formula: A-1 Evaluation Rating + A-2 Evaluation Rating = Total Efficiency Rating
Profit earned is calculated by multiplying maximum profit by the Total Efficiency Rating
Example:
There were three (3) Urgent Delivery Orders, three (3) were on time.
There were 100 Routine Delivery Orders, 96 were on time.
*Formula:
Urgent: 3/3 = 100 (OTDA)
100-100 = 0 (Multiplier)
100 – (3.8 x 0) = 100 (A-1 Rating Points)
Routine: 96/100 = 96 (OTDA)
100-96 = 4 (Multiplier)
100 – (3.8 x 4) = 84.8 (A-2 Rating Points)
**Formula: 100 (A1 Rating Points) x .30 = 30 (A1Evaluation Rating)
84.8 (A2 Rating Points) x .70 = 59.36 (A2 Evaluation Rating)
***Formula: 30 + 59.36 = 89.36 (Total Efficiency Rating)
An 89.36 Total Efficiency Rating would equate to Excellent Performance and the Contractor would earn
89.36% of the total profit available.
Note: In order to obtain Target Profit (Delivery Incentive) the Contractor must meet the criteria for satisfactory performance. For this contract the performance is based on the percent of deliveries that are on time. For the Contractor’s performance to be considered satisfactory at least 90% of delivery orders shall be on time. Because satisfactory performance correlates with target profit it is the point of departure for calculating the rating points for each of the delivery order types.
Satisfactory performance at 90% will earn 62 points and each percent above or below will account for 3.8 points added or deducted.
Because there are far fewer Urgent Delivery Orders than Routine Delivery Orders each has its own item factor to properly offset the weight of importance.
