MINNESOTA DEPARTMENT OF ADMINISTRATION

REQUEST FOR PROPOSAL FOR

Third Party M/E Engineering Review at

MDA/MDH Lab Building

Minnesota’s Commitment to Diversity and Inclusion

The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296- 2600 or go to http://www.mmd.admin.state.mn.us/mn02001.htm http://www.mmd.admin.state.mn.us/mn02001.htm

Supplier Portal Security Changes

There are new security measures that MMB implemented on October 16. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal.

For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

The State of Minnesota is requesting proposal(s) for third party mechanical and electrical engineering review services to support the completion of the Minnesota Department of Agriculture (MDA) and Minnesota Department of Health (MDH) Lab Mechanical Infrastructure Project located in St. Paul, Minnesota.

Your firm was selected from the Real Estate and Construction Services Master Roster of design firms interested in working on State construction projects. This RFP requests a proposal from your firm for the above referenced project. If your firm is selected, RECS will then send a contract to you for signature.

Department of Administration Scope of Services for

Third Party M/E Engineering Review at MDA MDH Lab Building, St. Paul, MN RECS Project No. 02LB0031

The State of Minnesota’s Facility Management Division (FMD) is requesting proposal(s) for third party mechanical and electrical engineering review services to support the completion of the Minnesota Department of Agriculture (MDA) and Minnesota Department of Health (MDH) Lab Mechanical Infrastructure Project at 601 Robert Street North, St. Paul, MN 55164.

1.0 Project Overview:

1.1 Project Scope

The State of Minnesota’s Facilities Management Division (FMD) is requesting third party mechanical and electrical engineering review services from firms with experience in specialized lab facilities to support the completion of the MDA MDH Lab Mechanical Infrastructure Project. The MDA MDH Lab Mechanical Infrastructure Project began in 2016 as a retro commissioning project.

During the early stages of the project, it was determined the building needed significant mechanical upgrades and a design/construction project began. The project is nearing construction completion but is seeking additional third-party engineering services to support the team. The selected consultant will work with the building and facility staff, engaging others (engineer of record, CMR, subcontractors, building automation vendor, end users, and commissioning agent, etc.) throughout the process to support the resolution of the following outstanding project items.

1. Building is experiencing common exhaust issues because hoods can't meet static pressure.

Currently the AHU’s supply drives are running 5-10% higher than before the project at the same supply static setpoints. With the 6 supply fans running at 80-85%, this does not leave room for full redundancy. Ideally, we should be able to run the building safely on 5 fans.

2. Hoods are making a whistling noise. The manufacturer advises removing rubber gasket, at the valve to eliminate whistling noise. Rubber gasket supports safety and energy savings goals.

3. There are concerns with new differential pressure system between offices and labs.

4. This system was previously TSI and is now Accutrol/CRC. Previous Phoenix hood controls had an occupancy features that would throttle down valves when not in use. This feature is not present on the new Accutrol controls. Currently these new controls rely on manual closure of sashes when not in use. This may be causing strain on the main exhaust system.

5. There are concerns with the project not able to meet the energy savings goals. The new Accutrol valves were specified as an energy efficient replacement to the Phoenix valves, which required a higher negative pressure to operate.

6. Other challenges as they arise.

The selected consultant will begin by reviewing the design and construction documentation to familiarize themselves with the project scope and status. The consultant will participate in up to 3 meetings a week throughout the duration of their contract and perform additional site visits as needed to verify building conditions. Additionally, the consultant will review RFIs, submittals, TAB reports, addendums, and other incoming construction documentation as it is received by the project team and provide input. Finally, the consultant will submit bi-weekly written reports on their observations and progress. The state may choose to add design services to the consultant contract via supplemental agreement.

1.2 Project Budget: N/A

1.3 Project Schedule:
