Valley Transit seeks competitive proposals from qualified firms to develop and execute comprehensive marketing and public relations strategies to increase bus ridership and improve public perception of transit services. The requested services include annual marketing plan development, brand communication strategy implementation, crisis communication planning, creative production and copywriting, media placement, social media management across Twitter, Facebook, Instagram, YouTube, and LinkedIn platforms, public relations and press release management, media coaching for staff, promotion of the transit app and website, and development of economical production options for printing and marketing materials. The firm must demonstrate experience in brand building, digital marketing, crisis communications, and market research, with the ability to respond to crises in less than 30 minutes and provide on-site support when needed. Social media platforms require monitoring and management from 4:30 AM to 11 PM Monday through Saturday. The RFP was issued March 1, 2020, with written questions due by March 13, 2020, addenda issued March 16, 2020, and proposals due by 10:00 AM on April 1, 2020. Proposals must be submitted in sealed envelopes with one original plus four copies of all materials, a separate sealed cost proposal form, and one electronic version on USB flash drive. There is no DBE contract goal established for this procurement, though DBE-certified firms should indicate such certification in their proposals. The evaluation criteria prioritize capabilities, qualifications, and experience of the proposed team; demonstrated successful implementation of previous marketing strategies and crisis communication planning; methodology and approach; and cost proposal. Funding is contingent upon Federal Transit Administration, State of Wisconsin, and local public sources, with contractors required to comply with all applicable federal, state, and local regulations including Federal Transit Administration Master Agreement requirements, civil rights compliance, DBE participation standards, and insurance requirements.
