About this file

This is a Request for Proposals (RFP) informational session presentation issued by the City of Long Beach, California, seeking qualified firms to conduct a feasibility study evaluating the opportunity to attract a professional sports franchise to Downtown Long Beach and develop a premier sports venue along the waterfront. The study will assess market demand, financing strategies, public-private partnership delivery models, site suitability, facility programming, economic and fiscal impacts, and implementation recommendations. The project encompasses four primary scope components: market and site analysis of the approximately 13-acre "Elephant Lot" site; professional sports landscape assessment including league structures and facility requirements; team expansion and relocation opportunities across relevant leagues; and public-private partnership models with development approaches. The contract will be issued for an initial one-year term with an option to renew for one additional one-year period, not to exceed two years total, with only one award to be made. Questions are due by 11:00 a.m. on Thursday, September 24, with Q&A posting on Thursday, October 1. Proposals are due by 11:00 a.m. on Thursday, October 15. All questions must be directed to the City's Purchasing Division at RFPPurchasing@longbeach.gov during the active RFP period.

The evaluation will be weighted as follows: Organizational Capacity and Experience (50 percent), Method of Approach (35 percent), and Reasonableness of Cost (15 percent). Proposers must demonstrate relevant experience completing similar projects for public sector clients, appropriate team member expertise and credentials, and sufficient staff resources to meet project timelines. The proposal must include a clear, well-organized project plan with defined tasks, milestones, deliverables, and timelines; a thoughtful methodology for executing the work; and processes for maintaining quality, accountability, and communication. Proposers are required to describe the data and support needed from the City, identify unique experience and approaches, explain how recommendations will be actionable with realistic implementation strategies, and detail stakeholder engagement plans. The City has standard terms and conditions and allows proposers to submit additional terms and conditions during contract negotiations through Attachment A. The project is part of Long Beach's strategic economic development plan to position the city as a premier sports, entertainment, and tourism destination, leveraging momentum from its role as a 2028 Olympic and Paralympic Games venue and the recent opening of the F&M Bank Amphitheater, a 12,000-seat outdoor waterfront music venue.

RFP Informational Session

RFP Summary

The City of Long Beach is seeking qualified firms to conduct a feasibility study to evaluate the opportunity to attract a professional sports franchise in Downtown Long Beach and develop a premier sports venue along the waterfront.

The study will assess market demand, financing strategies, public-private partnership delivery models, site suitability, facility programming, economic and fiscal impacts, and implementation recommendations.

Background

• The City of Long Beach’s strategic plan for economic development emphasizes positioning the city as a premier destination for sports, entertainment, and tourism.

• As a major venue city for the 2028 Olympic and Paralympic Games, Long Beach is taking proactive steps to build momentum leading up to and following 2028.

• In 2026, the City opened the F&M Bank Amphitheater of Long Beach, a 12,000-seat outdoor waterfront music venue.

Background

• The City is also advancing the Downtown Shoreline Vision Plan, a long-term land use planning effort that will shape economic and community development along the Downtown waterfront for the next 30 years.

• The Draft Vision Plan identifies an approximately 13-acre site known locally as the “Elephant Lot” as a potential location for a future sports and entertainment facility.

• This site currently serves the Convention & Entertainment Center and has historically hosted major events such as the Acura Grand Prix of Long Beach and the Vans Warped Tour.

It was also considered in 2018-2019 as a potential location for a Major League Baseball stadium for the Angels.

Project Goals

Deliver conclusions and recommendations that give the City a practical roadmap, outlining next steps, strategic priorities, risks, and decision points

Scope of Work

Market and Site Analysis Perform a market and initial site analysis to assess the demand for professional and to assess the suitability of the Elephant Lot for a potential sports and entertainment facility. The analysis should clearly define Long Beach’s market strengths, limitations, and competitive positioning within the Southern California region. It should also provide a high-level assessment of the Elephant Lot’s key characteristics, including its size, configuration, and surrounding land uses.

Scope of Work Team Expansion and Relocation Opportunities Identify realistic expansion and relocation opportunities across relevant professional sports leagues.

Public-Private Partnership Models and Development Approaches Outline potential public-private partnership models that could support the financing, development, and long-term operation of a sports and entertainment facility. This should include a range of ownership structures, risk-sharing frameworks, funding strategies, and governance approaches used in comparable projects nationally. Recommendations should address which models may be most viable for Long Beach.

Summary of Findings and Recommendations Prepare a comprehensive summary report that synthesizes all research, analyses, and conclusions.
