About this file

The document is a Request for Proposal (RFP) issued by the Town of Frisco, Colorado, seeking professional engineering services for a Groundwater Well Development Study. The project aims to analyze groundwater hydrology and determine the feasibility of developing a new municipal groundwater well to increase the town's water system capacity. The RFP was released on January 13, 2025, with proposals due by February 2, 2025, at 5:00 pm. The project is divided into two phases: the first phase involves an engineering study, analysis, and recommendations for potential well sites, while the second phase includes test well drilling, water quality sampling, and final reporting. The project is scheduled to be completed by November 2025, with test well drilling planned for August 2025.

The Town of Frisco currently serves approximately 4,500 individuals through 2,200 water service taps, with existing water sources including one surface water treatment plant and three groundwater wells. Well #7 is currently offline due to PFAS contamination, which is driving the need for this study. Potential well sites have been identified in various locations, including town open space parcels, the Frisco Peninsula Recreation Area, and nearby rights-of-way. The evaluation of proposals will be based on weighted criteria: Qualifications and References (30%), Project Manager and Personnel (30%), Project Approach (20%), and Fee Schedule (20%). The town will select the proposer based on price, experience, proposed methodology, timeline, and references, with the possibility of interviews to clarify proposal details.

1. Invitation

The Town of Frisco (hereinafter referred to as “Town”) is seeking proposals from firms (hereinafter referred to as “Proposer” or “Consultant”) to provide consulting services as outlined in this document to provide professional engineering services to analyze hydrogeology and determine the feasibility of developing a new municipal groundwater well for the Town of Frisco’s water system.

2. Background

The Town of Frisco is located in Summit County near Interstate 70 and Highway 9. The Town has approximately 3,000 year-round residents, 467 business license holders, and approximately four million visitors per year.

Currently the Town of Frisco Water Division serves an estimated 4,500 individuals through 2,200 water service taps in a distribution system with over 35 miles of pipeline. The Water Division is part of the Town of Frisco Public Works Department and operates as an Enterprise Fund for the Town of Frisco. The Town’s water supply is provided through four different water sources; one surface water treatment plant and three groundwater wells which produce roughly 740 acre-feet of water, annually. The storage capacity of the Town’s water system includes three storage tanks which hold 2.5 mil gallons of finished water combined. Two of the storage tanks are above ground, welded steel storage tanks which hold 500k and 850K gallons individually, while the other tank is a buried concrete tank with a 1.2 mil gallon capacity.

The three existing municipal groundwater wells are named wells #5, #6, and #7. Well #5 is rated for a maximum flow of 801 gpm and 1292-acre feet per year, Well #6 is rated for a maximum flow of 800 gpm and 1290 acre-feet per year, and Well #7 is rated for a maximum flow of 650 GPM and 887 acre-feet per year. Well #7 is currently not operating due to detection of PFAS in the Well #7 water supply. The locations of the wells within the water systems are shown in Exhibit B.

The Town has identified potential well sites at the following locations:

• Town open space parcels located near Meridian Loop

• Frisco Peninsula Recreation Area – Town Parcel (located near Recreation Way/SH 9)

• Frisco Peninsula Recreation Area – Forest Service Parcel (located near Recreation

Way/SH 9)

• Right-of-way near 4th Ave/Belford (unused ROW)

• Parcels south of Frisco (would require agreements with Summit County, USFS, or private owners)

3. Project Goals and Scope of Work

The Town is seeking a qualified and experienced firm to provide professional engineering services to develop a new municipal groundwater well to increase the capacity of the Town’s water system.

Project Goals

The purpose of this RFP is to analyze the groundwater hydrology in Frisco to develop a new groundwater well. More specific project goals include:

• Analyze hydrogeology in the Town of Frisco and surrounding areas to develop recommendations for multiple possible well sites.

• Evaluate the Town’s water portfolio and existing infrastructure to determine the preferred locations to increase water supply redundancy, system capacity, and other conditions.

• Complete well test hole drilling at the preferred well site. Determine well capacity, well drawdown, and water quality at site. Well to be capable of producing 650 GPM.

• Complete final reports including recommendations, preliminary design, and cost estimate for well development.

Phasing The project will consist of two phases. The first phase includes the engineering study, analysis and recommendations for potential well sites. The second phase include the test well drilling, water quality sampling, and final report. Proposals shall provide a breakdown of schedule and cost for both phases.

Scope of Work

The following scope items shall be completed for all phases outlined above.

1. Meetings: Bi-weekly project meetings (virtual) with Town Staff and one Town Council meeting will be required.

2. Project Base Mapping: The Town will provide aerial imagery GIS data of the Town’s water system. Additional survey or field data collection shall be provided by the Consultant.

3. Feasibility Study (Phase 1): A feasibility study shall be completed for the following:

• Analyze and evaluate hydrogeologic conditions within and near the Town of

Frisco.

• Work with Town staff and the Town’s Water Attorney to compare groundwater hydrology with compatibility of the Town’s water system and water rights to determine most suitable well locations.

• Provide analysis on hydrogeology and aquifers to estimate groundwater conditions, yields, recharge rates, water sources, and redundancy with existing water supplies.

• Provide input on regulatory requirements for possible locations. Consider adjacent properties owned by other entities and provide regulatory guidance.

• Provide recommendations for test well drilling, water quality sampling, and any other testing or analysis required for final well development determination in a report submitted to the Town for their review.

The Town’s Well #7 is currently offline due to testing positive for PFAS compounds.

Depending on funding and other factors, the Town plans to begin a mitigation project in 2025.

However, this study shall analyze well locations for both the scenario in which the Town mitigates Well #7 and reconnects to the water system, as well as the scenario in which the

Town does not complete mitigation for Well #7 and it remains offline.

4. Test Well Plan (Phase 2): Following the feasibility study/report, the Consultant shall provide recommendations for a test well. The Consultant shall develop a plan and specifications to address the test well requirements, including:

• Site plan showing location of test well

• Permitting required for testing and coordination with other agencies

• Drilling method and process

• Water quality sampling procedures

• Geotechnical sampling or other sampling tools and procedures

• Borehole sizing, casing dimensions, and pumping procedures/requirements

• Water volume, flowrate, and drawdown measurement procedures

• Test well pumping and duration requirements

• Other surveying, environmental, or any other procedures and requirements necessary for a successful test well

5. Test Well Drilling (Phase 2): Following the test well plan, the Consultant shall complete, or subcontract with an experienced well drilling contractor to execute the test well plan. The Consultant shall coordinate construction of the test well and complete monitoring and observation during the test well drilling.

6. Test Well Report & Preliminary Design (Phase 2): The Consultant shall prepare a final report documenting the measurements and observations of the test well, as well as providing a preliminary well design which includes the following details:

• Well depth and diameter requirements

• Casing dimensions and specifications

• Well screen, gravel pack, and seal specifications

• Pump capacity and types

• Pump house facility requirements

• Water treatment requirements (if necessary)

• Permitting and regulatory requirements for construction

• Other well design requirements

7. Cost Estimate: A construction cost estimate, as well as an annual ownership and maintenance (O&M) cost estimate shall be submitted with the preliminary design.
