General Specifications
Mention of any product name neither constitutes an endorsement of that product nor excludes the use of similar products meeting specifications.
A. Transport: Trees must be transported for planting from delivery site and handled with adequate protection. Trees must be covered with tarpaulin during transport or transported in a closed truck.
B. Temporary Storage: Rootballs of trees not immediately planted after delivery are to be adequately protected by a temporary mulch cover / heeling-in until planting occurs. Trees shall be covered during transport to protect them from wind and sun.
All trees shall be watered as necessary before planting to keep rootball moist at all times. The contractor assumes all risk and expense of temporary storage.
C. Underground Utilities: Contractor must ensure that underground gas, electric, water, sewer, telephone, cable television, telecommunications and all other such utility lines are marked by respective agency or company prior to locating planting sites.
D. Precautions During Digging: When subsurface utilities are encountered, Contractor shall immediately call controlling agency or company. Contractor, at his own expense, shall restore to original condition all structures, facilities and other property damaged at his company’s work.
E. Tree Planting: Trees are to be gently lowered from trucks, not dropped, using a hydraulic lift, if necessary, or other suitable machinery. Trees shall be planted upright and faced to give the best appearance of tree with regard to existing structures. The burlap and rope shall be opened on top of root ball and pulled back away from trunk.
Pots shall be removed. Any soil that has been built up onto the root collar shall be pulled back to expose the root flare. Any pot bound roots shall be scored and loosened. They shall be planted, centered and set to such depth that the finished grade of the plant after settlement shall be the same as that at which the plant was grown.
F. Excavations: Excavate all earth, stone, brick or concrete pavement or any other material encountered at locations where trees are to be planted. The size of the well shall be no less than 4 feet by 4 feet, unless Owner authorizes otherwise in order to leave sufficient space in the sidewalk for safe pedestrian passage (e.g. 32 inches minimum per A.D.A.).
• Tree pits shall be excavated to a rootball depth, unless otherwise directed and to such other dimensions as shall be directed by Town, depending upon the locations and type of sidewalk or planting area where the tree pit is to be located.
• Tree pit sizes are to be at least twice the diameter of the rootball or 4 feet by 4 feet, whichever is greater.
• Excavation shall be rootball deep and encompass at least 6 inches of new, good quality composted loam on all sides of the rootball. A mound of compacted, prepared loam shall be placed under the ball as a base to bring the ball to the correct growing height. If the hole is longer than wide because of a narrow sidewalk, the excavation shall be no less than 1.5 (one and one-half) cubic yards, unless otherwise specified.
G. Excavation Material Removal: All tree pit excavation materials shall be removed and disposed of by the Contractor. No excavated material shall be allowed to be stored overnight in the roadway portion of the street or on the walk area unless passageway on the walk is provided and the public is fully protected from danger, as determined by the supervisor. No pits are to be left open at night, but filled and covered and the public fully protected and warned.
H. Backfill: Material and backfill on all individual plants shall have a finished grade four (4) inches below the surrounding soil so as to form a saucer around the tree (a substantial tree well) to hold water. No excess soil will be allowed to remain around the finished plant on flat areas. On slope areas a mound will be permitted on the down-slope area. After the ground settles, additional composed soil, if required shall be filled in up to the finished grade. When the holes are nearly filled and weather permits, puddle with water and allow to soak away. Trees then shall be flooded with water when backfilling is complete. Trees shall be flooded again until the entire planting area is well soaked and the water reaches the level of maximum root depth.
• Manure and compost shall be required in planting all material. The amount will be equal to one-fifth (1/5) the amount loam used in backfilling the hole. Backfill shall be compacted into the hole as required.
I. Mulching: An approved bark mulch shall be placed loosely around trees within 24 hours after planting and ground soaked to uniform depth of 3 inches and to a diameter of four (4) feet where possible. The mulch shall be pulled back from direct contact with the tree trunk. Fresh chips or sawdust is not acceptable.
J. Staking: Deciduous trees shall be staked in a two-stake manner with #8 galvanized wire inside a rubber hose or “Arbortape” and in-ground wooden stakes.
K. Watering: Unless otherwise directed by the Town, all plants shall be watered thoroughly within twenty-four (24) hours after planting and again twice per week for the first four weeks, unless Owner authorizes otherwise due to excessive rainfall in this time period. Any depressions occurring as result of these initial waterings shall be filled with loam backfill to the satisfaction of the Town. Watering shall be done thoroughly to settle backfill, when half of backfill is in place and again after all of backfill is placed. All subsequent waterings shall soak the soil beneath the mulch as well as the mulch top layer.
L. Clean-Up: Upon completion of the planting, all stones, debris and other unnecessary materials shall be cleaned up and removed from the site by Contractor. The surrounding area shall be left clean and presentable.
M. Productivity: Contractor shall completely plant trees at the average of at least 10 trees per working day with consideration given for inclement weather.
N. Supervision: Contractor shall consult with the Town concerning details and scheduling of all work. Contractor shall have a competent person in charge of work at all times to whom the Town may issue directions and who is authorized to accept and act upon such directives.
O. Progress Reports: Contractor shall be responsible for contacting the Town on a daily basis as to planting locations and work completion. The Former is to be communicated by telephone while the latter shall be in the form of a written memorandum or email. Failure to perform the latter shall cause withholding and/or delay of payment.
P. Site Cleanliness: Contractor shall practice good housekeeping at the planting site during the entire interval of his/her operations, including the removal of wood scraps, stones and dirt.
Responsibility of Contractor
A. Firms hired to provide tree planting and maintenance services must be registered and licensed arborists and/or nursery operators. Preference will be given to hiring local or regionally located firms (i.e. in southeast New England).
B. Contractor shall assume sole responsibility for tree planting. It is agreed that Town may, during the progress of the work, make any alteration in or additions to or order omissions of work or materials specified that it may desire, and such changes shall be made by Contractor without in any manner adversely affecting the contract. The value of each change shall be determined by mutual agreement.
C. Contractor shall be responsible for any and all damage, which may occur in the course of his/her work whether sustained by the Town, other utilities, any property owner, or any third party. Any repair work or replacement done shall be at
Contractor’s expense.
D. Contractor shall be responsible to any damage to property or persons by the actions or behavior of his/her employees while working in or about properties in the area included in his/her contract.
E. Contractor shall so arrange and regulate his/her operations that he/she shall leave the work at the end of each working period in a safe condition satisfactory to the Town.
F. Contractor shall allow the Town or other contractors suitable facilities and reasonable time to do any other work.
G. The work shall be done at such locations and in such order of precedence as may be directed by the Town.
H. Contractor shall provide suitable facilities for inspecting the work.
I. Contractor shall at his/her own expense provide, place, and erect all necessary barricade(s), warning signs, and keep the work area, if necessary, lighted to protect the public and its property from injury or damage that could be caused by the work.
Inspection and Rejection
A. The Town reserves the right to re-inspect all plant material as it is brought onto the work site or during planting operation. The purpose is to examine material for mechanical damage, broken sections or branches and rootballs resulting from group handling, inadequate size rootballs and verification of original inspection.
B. Final inspection shall be made by the Town, with Contractor, within two (2) weeks after completion of tree planting. Acceptance of the completed landscape work establishes the guarantee date after job completion for satisfaction of both parties.

The bid will be awarded based upon the lowest, evaluated bid price. The evaluation will be based on how well the specifications have been met and the price.
