About this file

This document is a federally-funded Safe Streets and Roads for All (SS4A) Grant Agreement between the U.S. Department of Transportation's Federal Highway Administration (FHWA) and the City of Ocala, Florida. The grant, valued at $104,000 with an additional $26,000 in local matching funds, will support supplemental planning activities for the city's transportation safety initiatives. The project will develop a city-wide Local Road Safety Plan to identify, analyze, and prioritize roadway safety improvements on local roads for all road users, with a specific focus on developing a Speed Management/Traffic Calming Plan targeting safer speeds in residential areas and around schools. The project is scheduled to be completed over 24 months, with key milestones including a planned NEPA completion within 2 months, draft plan completion by 15 months, final plan completion by 18 months, and final plan adoption by 21 months after the grant agreement is fully executed.

The grant is authorized under Section 2411 of the Infrastructure Investment and Jobs Act and is part of the Ocala/Marion County Vision Zero Action Plan to eliminate fatalities and serious injuries. The project includes an equity analysis that examined demographic and socioeconomic factors, finding that approximately 65.3% of fatal and serious injury crashes occurred in medium equity indicator locations, 16.5% in high equity indicator locations, and 18.2% in very high equity indicator locations. The funding will support comprehensive planning activities that align with the city's 2045 Long Range Transportation Plan, 2021 Congestion Management Plan, and broader goals of improving network connectivity, safety, and accessibility while focusing on underserved communities. The grant requires the city to publicly share the final Supplemental Action Plan on a publicly available website and comply with various federal regulations including civil rights laws and nondiscrimination policies.
