About this file
The document is a Request for Proposal (RFP) issued by the State of South Dakota, Department of the Military, for scheduled mowing, processing, and removing hay services for the South Dakota Army National Guard in Sturgis, SD. The RFP seeks a contractor to harvest hay from approximately 12.92 acres located east of the Sturgis Armory, adjacent to Sturgis High School. Proposals are due by August 5, 2025, with an anticipated award decision on August 8, 2025. The contract term is from around August 8, 2025, through October 1, 2025. The primary purpose of the haying area is to support training and operational readiness of the South Dakota Army National Guard, with the understanding that military training activities may occur at any time and could potentially damage hay, equipment, or ground conditions.
The cost proposal will be evaluated on a per-acre basis, with offerors able to submit multiple cost proposals. The evaluation criteria include price per acre, resources available to perform the work, and ability to meet the mowing conditions outlined in the exhibit. The State reserves the right to reject any or all proposals and to negotiate terms with the highest-ranked offeror. The contract may be funded through cooperative agreements with the Federal Government, and contractors must comply with various certifications, including non-discrimination, debarment, and restrictions on doing business with certain foreign entities. Contractors with five or more employees entering into contracts over $100,000 must also certify compliance with specific business conduct requirements.
