About this file
This document is a Request for Proposals (RFP) issued by the Town of Dillon, Colorado, seeking an architectural design team to develop conceptual designs for a new Marina Restaurant located at 150 Marina Drive. The project aims to replace the previously demolished Crow's Nest facility with a year-round restaurant and bar that can accommodate 80-120 indoor guests and 40-60 outdoor guests. The RFP requires the design team to prepare three distinct restaurant concepts with architectural elevations, floor plans, site layouts, and color renderings, with a focus on maximizing mountain and lake views. Key dates include a pre-proposal meeting on March 1st, 2024, at Dillon Town Hall, and proposal submissions due by March 15th, 2024, at 4:00 pm through the Rocky Mountain ePurchasing System.
The RFP indicates that the project will involve developing restaurant concepts that conform to the Town of Dillon's architectural guidelines, with specific requirements for indoor and outdoor seating, accessibility, commercial kitchen design, and mechanical considerations. The selection process will evaluate proposals based on the quality of the submission, the consultant's experience with similar projects, alignment with the town's interests, and the proposed scope of work and associated fees. The town will select between 2-4 consultants for interviews, with the ultimate goal of choosing a design team that can best meet the project's expectations. Notably, this initial phase is focused on conceptual design and does not include the creation of final construction documents.

Dillon Marina Restaurant RFP 4 of 9
3.0 PROPOSED SITE CONCEPT
The proposed site was chosen due to the potential views and its proximity to the Amphitheater parking lot which can easily be used for a year-round parking solution for the restaurant.
The Marina Sail masting and inspection area can be reconfigured to provide up to three (3) accessible parking spaces near the front door of the restaurant. An area for a dumpster enclosure containing trash, grease, and recycle dumpsters has also been identified for easy access by a waste hauler.
The existing amphitheater parking lot to the west would be used for year-round parking for the restaurant.
New sidewalks will be constructed to the parking lot and connect to the recreation path.

3.1 RESTAURANT VIEWS
The proposed views from the lakeside of the restaurant and the deck area look towards Peak
One, the ten-mile range, the Breckenridge ski area, and Keystone ski area.

4.0 SITE LAYOUT AND UTILITIES
The proposed reconfiguration of the ANS area to provide accessible parking is somewhat fixed and the reconfiguration of this area as presented has been approved by the Marina staff to accommodate their needs.
The Design Team has the flexibility to develop the building footprint of their choice to the south of the accessible parking and use the hillside as needed. It is anticipated that the proposed building will have retaining walls as needed and piers/posts to support an outdoor deck element.
The purpose of this exercise does NOT include the study of utility requirements at this time. The
Town is confident that all utility needs can be met. The utilities in the area are as follows:
• Sanitary Sewer: A Sanitary Sewer main exists to the northwest of the site near the rec path. The Town anticipates installing a new lift station to physically pump the sewage from the facility up and into the existing sewer.
• Potable Water: A 12” Water Main exists to the northwest of the site about 100 feet away. A domestic and fire service can easily be constructed to the building.
• Gas Main: A gas main has been extended down Marina Drive to the Marina gate. It is the intent to connect to this as necessary.
• Electric Main: There is a three-phase electric main located near the rec path to the northwest of the site and in Marina Drive.

5.0 CONCEPT DESIGNS
5.1 CONCEPT DESIGN- General Requirements
The Design Team shall study the site and develop three (3) restaurant concepts with different building massing and architectural characteristics that emphasize the marina, lake, and mountain environment. The designs shall conform to the Town of Dillon’s adopted Architectural
Guidelines. Each of the concepts should provide the following elements:
• Indoor seating area to accommodate 80-120 year-round guests at tables plus an indoor bar area.
• An outdoor deck which can accommodate an additional 40-60 guests during the summer months. The architect should explore if the outdoor deck can be set 2’-4’ below the finished floor elevation of the indoor restaurant to maintain views of the mountains when the outdoor deck is occupied.
• Accessibility to all areas of the facility.
• Restrooms internal to the restaurant.
• An appropriately sized commercial kitchen that can handle food prep, grilling and frying to offer a wide variety of menu items. The food menu needs to be able to accommodate entry level items like burgers and salads, but also higher end offerings such as steaks an seafood.
• Ample refrigeration and storage space on site.
• Consider locating rooftop mechanical and air conditioning units on the hillside adjacent to the building as opposed to on top of the building if possible.
• Height of the structure should be minimized. But at the same time, the views towards the mountains and lake should be maximized from the indoor facility.
5.2 CONCEPT DESIGN – Study Alternative
One of the concepts prepared by the consultant shall include a building layout where the food prep and main kitchen storage/refrigeration are located on a lower level accessible by an elevator. This concept would allow the upper level to provide an open feel which would consist mostly of a dining room, with a bar and maybe an open grilling area for dramatic appeal.
