About this file
This is a project manual for the Little Bog Pond Dam and Lower Trio Pond Dam Reconstruction Project prepared by the New Hampshire Department of Environmental Services (NHDES) Dam Bureau. The project involves comprehensive rehabilitation of two dams located in the Nash Stream Forest Natural Area in Coos County, New Hampshire, to meet current dam safety regulations. Primary deliverables include protecting select culverts for site access, improving approximately 1.5 miles of road access, removing an existing bridge and installing a new bridge crossing, implementing phased water diversion with temporary cofferdams and bypass piping, demolishing existing outlet work and embankment portions, constructing new reinforced concrete spillways with training walls, wing walls, stop log bays and operator bridges, installing upstream and downstream riprap protection, and constructing earth embankments with associated filter drains and site restoration. Sealed bids were required by September 5, 2024, at 2:00 PM, with a mandatory pre-bid conference held on August 7, 2024. The project requires substantial completion by June 19, 2026, and final completion by July 3, 2026, with the Nash Stream Forest Natural Area closing from December 5, 2025, through May 4, 2026. Liquidated damages are assessed at $1,000 per day for delays beyond the substantial completion date and $250 per day for delays beyond final completion.
The project operates on a unit price basis with bidders required to submit bids for individual sections or combinations thereof as identified in the bid schedule. Bidders must demonstrate minimum qualifications including at least ten years of experience as a general contractor in similar work, with proposed site managers and specialty subcontractor superintendents having minimum ten years of supervisory experience in comparable projects. Bidders must provide evidence of three completed projects within the past ten years involving dam construction, road construction, bridge construction, temporary cofferdam construction, and heavy earthwork activities. The project is funded entirely by dedicated American Rescue Plan Act (ARPA) funds through the State and Local Fiscal Recovery Funds program (CFDA #21.027), with prevailing wage requirements not applicable. Bid security of 5 percent of the bid amount is required in the form of a cashier's check, certified check, or bid bond, with successful bidders required to provide performance and payment bonds in the amount of 100 percent of the contract price. Contract documents specify compliance with federal requirements including civil rights provisions, suspension and debarment certifications, domestic procurement preferences, telecommunications equipment restrictions, and specific reporting requirements for water and sewer infrastructure projects.

Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder.
20.02 More than one Bid for the same Work from an individual or entity under the same or different names will not be considered. 20.03 In evaluating Bids, Owner will consider whether or not the Bids comply with the pre-scribed requirements, and such alternates, unit prices and other data, as may be re-quested in the Bid Form or prior to the Notice of Award.
20.04 In evaluating Bidders, Owner will consider the qualifications of Bidders and may consid-er the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcon-tractors, Suppliers, and other individuals or entities must be submitted as provided in the Supplementary Conditions.
20.05 Owner may conduct such investigations as Owner deems necessary to establish the re-sponsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed for those portions of the Work in accordance with the Contract Documents.
