PROPOSALS DUE DATE: Friday, October 15, 2021 at 10:00am Honduras local time

To all prospective offerors, The United States Government, represented by the U.S Agency for International Development (USAID), Mission in Honduras (henceforth referred to as USAID/Honduras or the Mission) seeks proposals to develop the “Justicia Efectiva Contra la Criminalidad y Corrupción” (JECCC) Activity, which intends to reduce impunity, criminality, and corruption in Honduras by advancing an effective criminal justice system that upholds independence and integrity while increasing state legitimacy, civil society oversight, and citizen support for the rule of law.

USAID/Honduras anticipates awarding one combination award (FAR 16.102(b)) consisting of a Cost Reimbursement (Cost Plus Fixed Fee Completion) (CLIN 0001) and a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) (CLIN 0002) type contract , for an estimated period of five (5) years from the date of contract award. The North American Industry classification System (NAICS) code for this acquisition is 541990 All Other Professional, Scientific, and Technical Services. Although more than 50% of the effort to be provided by the contractor would best fit within 541990 - Other Scientific and Technical Consulting Services, the viability of the technical services is highly dependent on effective management services which fit within code 541611, Administrative Management and General Management Consulting.

Subject to availability of funds, the total estimated cost of this contract, including fee, is as follows:

- CLIN 0001: between the range of $40,000,000 and $45,250,000

- CLIN 0002: between the range of $4,000,000 and $4,525,000

This procurement will be conducted under full and open competition, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). Eligibility of organizations to submit an offer is unrestricted, any type of organization (large or small commercial [for profit] firms, educational institutions, non-profit organizations) is eligible to compete.

This solicitation, amendments to this solicitation, and announcement of contract award will be made available through the government point of entry at http://sam.gov/. It is the Offeror’s responsibility to check this site periodically for official updates to this solicitation. Issuance of this solicitation and the submission of a proposal do not constitute a commitment on the part of the U.S. Government nor USAID to make an award; neither does it constitute an obligation for any costs incurred in the preparation and submission of a proposal. Furthermore, the U.S. Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the U.S. Government.

Thank you for your interest in USAID/Honduras development programs.

Sincerely, Lealie M. Perry Contracting Officer
