The IAA has selected a group of personnel to act as a PROPOSAL selection committee.

The selection committee will be comprised of members of the IAA Staff. As noted earlier, a cone of silence will prevail regarding contact with the selection committee, beginning upon release of this RFP and terminating at contract execution. The members of the selection committee are identified in Exhibit E.

The selection committee will review the PROPOSALs using the evaluation criteria stated above to determine the PROPOSAL rankings. The selection committee will then recommend the highest ranked firms be interviewed by staff from the IAA. The RESPONDENTs identified via their PROPOSAL as being the most qualified will be contacted by the OWNER regarding the interview process, times, and subject matter to be covered, as well as the composition of the interview committee, as indicated in Section 1.4 of this

RFP.

The interview committee representing the IAA reserves the right to evaluate each RESPONDENT based on the interview without reference to the results or rankings of the PROPOSALs. As such, the interview itself may be used to determine the most qualified RESPONDENT. However, it can be expected that the interview committee will use the interview to clarify the contents of the PROPOSAL or allow the RESPONDENT to further expound upon elements of their PROPOSAL.

Regardless of the above, the OWNER reserves the right, at its sole and absolute discretion, to make a selection based solely upon the PROPOSALs. If, however, the OWNER decides no PROPOSAL is sufficiently advantageous to the OWNER, the OWNER may take whatever further action is deemed necessary to fulfill its needs. Additionally, if, for any reason, the RESPONDENT and OWNER cannot reach agreement nor execute a contract, OWNER may begin negotiations with the next highest qualified RESPONDENT or opt to re-issue the

RFP.

2.4 DISCLAIMER

Nothing contained in this RFP constitutes an offer to the RESPONDENT(S). The OWNER reserves the right to reject any and all submissions. PROPOSALs shall become property of

Due: November 20, 2026 Page 11 of 21 the OWNER. RESPONDENTs shall not be compensated or reimbursed for costs incurred in preparing a response to this RFP.

019)

Background: The existing parking garage at IND is one of the largest open garages in the State of Indiana. The IAA desires to expand the existing parking garage to accommodate the increased parking demand. The IAA additionally desires to provide a loading area for our customers who utilize Transportation Network Companies (TNC) such as Uber and Lyft. The RESPONDENT is invited to submit a Statement of Qualifications (SOQ) for the project listed above per the requirements in Section 2.

The parking expansion is planned to be sited along the south side of the existing structure and will consist of five (5) levels of parking to include an additional 1,600 parking spaces. The dedicated loading area for TNC pickup/dropoff is anticipated to consist of four (4) lanes and be sited between the GTC and Arrivals roadway. See Figures 1 and 2 below for general location and layout.

Funding: The professional design, Construction Manager as Constructor (CMc) services and construction will be funded using IAA capital funds.

Schedule: A CMc Contract is anticipated to be awarded in the 1st quarter of 2027 with a goal of occupying the finished expansion and TNC lanes 2nd quarter of 2030. The RESPONDENT shall assume a duration of twelve (12) months for pre-construction services as outlined in this RFP.

Business Participation: Pursuant to the Final Rule issued by USDOT on September 25, 2026, the following is the goal for this opportunity: 0%.

Due: November 20, 2026 Page 13 of 21

4. Monitoring the design progress during preconstruction for adherence to the project schedule. CMc shall advise the OWNER promptly if there are concerns over schedule slippage.

5. Development of a procurement plan in concert with the OWNER and the Engineer/Architect of Record to include the preparation of bidding documents necessary to expedite the procurement process including phased packaging of construction work, early material orders, development of temporary work plans needed to be used while design is being completed.

8. Pursuant to IC 5-32, the CMc can self-perform up to a maximum of 30% of the construction work if the IAA approves of the CMc’s performance of the work and the CMc would be awarded a contract for the work under the applicable contract award standard. The CMc will be required to show that the cost of any work being performed by the CMc is less than what would be obtained through the lowest responsible and responsive bidder.

9. Coordination with the Engineer/Architect of Record to establish tracking methods for submissions, reviews and approvals of required contract drawings, submittals and schedules. The tracking methods are to be approved by the OWNER prior to implementation.

10. Preparation of submittal packages for Engineer/Architect of Record and OWNER review and approval. Submissions are to be made in a timely manner necessary to maintain project schedule.
