About this opportunity

The Indianapolis Airport Authority is soliciting proposals for Construction Manager as Constructor (CMc) services on the Parking Garage Expansion-South and Transportation Network Company (TNC) Terminal Access Lanes project at Indianapolis International Airport in Marion County, Indiana, with a pre-submittal meeting on November 3, 2026 and proposals due November 20, 2026 at 3:00 p.m. Eastern Time. The RFP states a 0% business participation goal under a USDOT Final Rule issued September 25, 2026.

The scope covers design and construction of a five-level expansion of the south-side parking garage providing approximately 1,600 additional spaces, plus four dedicated TNC pickup and dropoff lanes between the Ground Transportation Center and Arrivals area. The IAA will fund design, CMc services, and construction from IAA capital funds. The contract includes a twelve-month preconstruction phase followed by construction services through project completion. Construction is anticipated to commence in the first quarter of 2028, with substantial completion targeted for the third quarter of 2030.

Respondents must propose a fee as a percentage of construction cost during GMP development and execution, along with detailed staff plans for the nine-month preconstruction period at all-inclusive hourly rates. Respondents may propose to self-perform up to 30% of construction work if the IAA approves and costs are demonstrated to be lower than the lowest responsible and responsive bidder. Required insurance includes $10 million general liability per occurrence for work within the Airport Operations Area and $2 million professional liability. Proposals are limited to 24 pages plus two 11x17 sheets, excluding covers, tabs, and cover letters, and must remain valid for 180 days after the due date.

Evaluation criteria and points are: office location (5), organizational chart and background (10), project management team qualifications (40), recent similar experience with references (25), workforce development approach (20), economic development initiatives (20), project management plan (15), and proposed construction management fees and staff plan (15). Selection proceeds in two stages: RFP-A/B qualifications-based shortlisting, then RFP-C interviews and final selection. Questions are due November 5, 2026, and contract award is anticipated in January or February 2027.
