Summary: Request for Proposals for Child Care Assistance in Construction Trades

This is a Request for Proposals (RFP) issued by the State of Oregon Department of Administrative Services on behalf of the Bureau of Labor and Industries for professional services to provide outreach, application support, and case management for construction apprentices and eligible journey workers seeking child care subsidies. The RFP, posted February 24, 2025, solicits proposals in two service categories: (1) child care subsidies for registered apprentices in construction trades and (2) child care subsidies for eligible journey workers in construction trades. Proposers may submit proposals for one or both service categories. The proposal deadline is March 31, 2025, at 2:30 PM Pacific Time, with a pre-proposal conference scheduled for March 5, 2025, from 10:00–11:30 AM. Questions and clarifications must be submitted by March 14, 2025. The initial contract term is anticipated to be 27 months (approximately April 1, 2025, to July 1, 2027), with options for contract extensions. The Agency intends to award one or two contracts ranging from $200,000 for one service category to $500,000 for both service categories, based on proposals meeting RFP requirements and scoring within the competitive range.

Pricing submissions are considered firm offers valid for 180 days from the RFP due date, with proposers required to submit detailed cost proposals as separate file uploads identifying all cost assumptions, staff hours by job title, and maximum not-to-exceed amounts for each deliverable and service category. No specific set-asides are mandated; however, the State encourages participation of small businesses certified by the Certification Office for Business Inclusion and Diversity (COBID) and urges proposers to provide equal opportunities for certified disadvantaged, minority-owned, women-owned, veteran-owned, and emerging small businesses through subcontracting or joint ventures. Funding for this program derives from Chapter 81, Oregon Laws 2024, which appropriated funds and directed the Oregon Business Development Department (OBDD) to enter into an interagency agreement with the Bureau of Labor and Industries to develop and administer a program supporting the semiconductor industry and economic development through child care infrastructure and financial support for construction workers. Evaluation of proposals will be scored on a maximum of 160 points per service category, including general qualifications and experience (25 points), experience with Oregon's employment-related day care system and Department of Early Learning and Care (15 points), project manager qualifications and experience (20 points), approach to providing services (70 points), and cost proposal (30 points). All proposals become property of the Agency and are subject to public disclosure after the Notice of Intent to Award is issued.
