About this file
This is an Answers to Questions document for RFP CFCC25-189RB from the California Judicial Council's Center for Families, Children & the Courts regarding Tribal Dependency Representation Distance and E-Learning Resources. The project involves creating e-learning modules with human narration that will be hosted on the Judicial Council's Drupal platform. The project requires 18 deliverables in the initial term and 18 deliverables in each of two option years, for a total of 54 deliverables over three years. The vendor must provide subject matter experts (SMEs), though JCC may assist in identifying appropriate ones, and ensure content meets Minimum Continuing Legal Education (MCLE) requirements.
The total maximum budget is $450,000 over the three-year period, with $150,000 allocated for each year. There is no cost for MCLE accreditation. The project requires tracking attendance for scheduled presentations but not for on-demand content. The Judicial Council currently has no Learning Management System (LMS) for this type of content, and there is no existing content to build upon. The vendor must provide all substantive materials to meet MCLE requirements, though JCC staff will assist with verifying and approving MCLE credits.

RFP Title: Tribal Dependency Representation Distance and E-Learning Resources for Center for Families, Children & the Courts RFP Number: CFCC25-189RB
ANSWERS TO QUESTIONS
1. QUESTION: Please further clarify the total budget for this project: "The funding for the initial term encompasses eighteen (18) deliverables and amounts not to exceed $150,000. The funding for option years 1 and 2 encompasses eighteen (18) deliverables for each option term and amounts not to exceed $150,000 for each option term." Our assumption, based on the wording of this statement, is that the total budget encompassing all work and term options is $300,000 total (36 total deliverables). Is this accurate? If not, could you please clarify specifics of the budget allocation?
ANSWER:
One initial term for 18 deliverables; budget not to exceed $150,000.
And option year 1 for 18 deliverables; budget not to exceed $150,000.
And option year 2 for 18 deliverables; budget not to exceed $150,000.
Total maximum deliverables: 54. Total maximum budget over a three-year period: $450,000.
2. QUESTION: What are your expectations for narrations (e.g., human, or synthetic voiceover) or no narration at all?
ANSWER: Human narration.
3. QUESTION: Are you looking to track user participation?
ANSWER: For a scheduled presentation, we want to know how many attendees/participants we have. For on demand use, we do not need verification that the user is paying attention.
4. QUESTION: Do you currently have an LMS?
ANSWER: Not for this type of content.
5. QUESTION: Is it expected for the vendor to host the solution?
ANSWER: The learning modules will be hosted on the Judicial Council’s platform. Must be compatible with Drupal.
6. QUESTION: For CE accreditation- Will there be assistance by California provided in this process?
ANSWER: Vendor to provide the substantive materials to meet the MCLE requirements, but JC staff can assist with verifying and approving MCLE credits.
7. QUESTION: What is the general process to ensure content is eligible and compliant to receive continuing education credits such as Minimum Continuing Legal Education (MCLE)?
