About this opportunity
The Judicial Council of California's Center for Families, Children & the Courts (CFCC) is seeking qualified proposers to develop and deliver comprehensive distance learning resources focused on tribal dependency representation for attorneys and advocates working under the Indian Child Welfare Act. The primary objective is to create six 1.5-hour distance learning e-learning modules during the initial contract term, with potential for additional modules in subsequent years. Specific curriculum requirements include covering topics such as the Act's historical background, tribal sovereignty, tribal government structure, ethics in tribal representation, and substantive Act requirements. Proposals are due by February 28, 2025, at 1:00 PM Pacific Time, with an initial contract period from April 1, 2025, through June 30, 2026, and potential two one-year extensions possible through June 30, 2028. The proposal evaluation will be based on multiple criteria, including work plan quality (20 points), experience (15 points), cost reasonableness (20 points), qualifications (20 points), terms acceptance (10 points), timing requirements (12 points), and a Disabled Veteran Business Enterprise (DVBE) incentive (3 points).
The procurement includes a 3-point DVBE incentive for proposers who meet the 3% DVBE participation requirement, with specific documentation requirements outlined in Attachment 7 of the RFP. Proposers must complete various certifications, including Darfur Contracting Act Certification, Unruh Civil Rights Act compliance, and general certifications demonstrating no conflicts of interest. The total budget for the project is capped at $150,000 for the initial term, with each individual deliverable ranging from $5,000 to $7,500, and payment terms set at Net 60 days from deliverable acceptance. The Judicial Council will retain 15% of each payment until final deliverable acceptance. While no incumbent vendors are specified, the project requires proposers to develop content for hosting on the Judicial Council's Drupal platform, with no existing Learning Management System currently in place. Proposers must provide subject matter experts and ensure that the e-learning content meets Minimum Continuing Legal Education (MCLE) requirements, with no additional cost for MCLE accreditation.
