About this file

This document contains questions and answers from the second set related to RFP C5611387 issued by the California Department of Corrections and Rehabilitation (CDCR) and the State of California. The RFP is for a cloud-based data linkage and data visualization solution to store, link, and visualize data related to previously incarcerated persons released through the Division of Adult Parole Operations (DAPO). The RFP includes specifications for deliverables, minimum staff qualifications, and a $4.5 million budget. Addendums have been issued to clarify and modify some of the requirements, such as reducing the number of external users from 100,000 to 10,000 and reducing the required experience for certain key staff positions from 5 years to 3 years.

Regarding pricing, the $4.5 million budget includes both services and software license costs. Bidders must provide all costs associated with each deliverable in the provided cost worksheet. The contractor will be responsible for all cloud software, hardware, and network licenses and subscriptions, as well as any egress fees, for the duration of the contract. The RFP also outlines various administrative requirements for doing business with the State of California that out-of-state companies, such as those based in Texas, must comply with.

QUESTIONS AND ANSWER SET #2

Q #
Section
Page #
Question
State Response
1.
Attachment 6: Bidding Preferences and Incentives; Section 2. DVBE Program
92
There is no option to indicate the offeror is not a DGS-certified DVBE and the offeror is not utilizing a DVBE in performance of the contract.

Will CDCR provide an updated Attachment 6 with this option? Or advise how this document should be completed if an offeror is not pursuing the DVBE incentive.

Yes, refer to RFP Addendum 2, Attachment 6, DVBE Program table.

2.
Attachment 11 - Bidders Qualifications Form
101
Requirement #15 states that the user count for project reference is (100) internal users and (1000) external users. However, there is a reference to external users that reads as "one hundred thousand external users".

Could you please confirm if the bidder's qualifications should have a minimum of (100) internal users and (1,000) external users?

Refer to Attachment 11 in Addendum 2.

3.
3. RFP C5611387 DCAO Addendum 1 Exhibit 2-3 - Cost Worksheet 02272024
Instructions
“Column E, % of Total Cost: For reference only. This column identifies the percent of the bidder’s total cost that will be paid for that deliverable.”

Can the Offeror adjust these percentages to algin with their solution for each deliverable?

Or, should the offeror provide a total deliverable cost in Cell F46 and adjust the deliverable formulas in column F to apply the allocation % against the grand total deliverable cost?

Refer to Cost Worksheet, Addendum 2.

4.
RFP C5611387 DCAO Addendum 1 Statement of Work, Section 7 Minimum Contractor and Staff Qualifications, Table 7-1: Contractor Staff

RFP C5611387 DCAO Addendum 1 RFP Key Staff Qualifications Attachments 13-1 and 13-2

108-118 CDCR has identified mandatory qualifications for the Senior Project Manager and Senior Technical Lead, such as (3) years of experience working with cloud-based data warehouse technology. CDCR has also noted that Key Staff must stay with the project.

Will CDCR consider relaxing the Key Staff minimum qualifications upon approval of Deliverable 5 / during the M&O and potential Option Year period?

The state has considered this request and determined no change will be made.

5.
RFP Addendum 1, Att 15 Glossary of Terms

And DCAO Addendum1 SOW, Section 13, #6

The Service Response Time uses an example of 30 minute response to Severity 1. The SOW refers to a 4 hour response time for a critical incident (presumably a severity 1). Can CDCR provide the definitions of severities and the expected response times?
The Statement of Work Section 13 details the contractual requirement around the response time for incidents. The Service Response Time defined in Glossary of Terms in the RFP Addendum 1 uses 30 minutes for purely illustration purposes and is not meant to be a contractual requirement.
6.
Attachment 11: Bidder

Qualification form (Question 15)

102
Quote: “...at least one hundred (100) internal end users

and one hundred thousand (10,000) external users”

The addendum changed the bidder qualification requirement to 10,000 but did not update text, “one hundred thousand”. Can you please confirm that the requirement is now 10,000 external users?

Refer to Attachment 11 in Addendum 2.

7.
Attachment 13-2: Senior Technical

Lead (Question 11)

114
Quote: “At least five (3) years of that experience….”

The addendum changed the technical lead requirement to be 3 years, but did not update the text, “five”. Can you please confirm that the requirement is now three years of the stated experience?

Refer to Attachment 13-2 in Addendum 2.

8.
Contractor roles and responsibilities – Statement of Work
Page 34 #8

Can the CDCR please clarify whether the $4.5 million budget includes services and software license costs?

Based on the cost worksheet included with Addendum there is no place to include software licensing costs which contradicts the answer to the question in Q&A Set 1. Based on our understanding this is a services only bid, can you clarify?

The $4.5 million budget includes services and software license costs.

The Bidder shall provide all costs associated with each deliverable in Cost Worksheet #1 – Payment Milestones. The Contractor shall be responsible for all cloud software, hardware, and network licenses and subscriptions and any egress fees for the duration of the contract.
