The document is a Request for Proposals (RFP) issued by the Town of Breckenridge, Colorado, seeking consulting design services for the Riverwalk Corridor Structures Design project. The project aims to improve the Blue River Recreational Path by creating safe, grade-separated pedestrian and bicycle crossings at key locations, including Watson Avenue and Ski Hill Road. Proposals are due on July 24, 2024, at 10:00 a.m. MST, with an anticipated Notice of Award in August 2024. The project timeline includes conceptual design by February 2025, 30% design by June 2025, 90% design by September 2025, and bid documents by January 2026.
The project is partially funded by the Colorado Department of Transportation (CDOT) through the Multimodal Transportation and Mitigation Option Fund, originating from Federal ARPA funds. A Disadvantage Business Enterprise (DBE) goal of 10% has been established. The consultant will be responsible for comprehensive design services, including project management, base mapping, geotechnical and environmental reports, public outreach, conceptual and preliminary design, and final construction documents. The project seeks to enhance safety, reduce congestion, and improve multimodal connectivity in downtown Breckenridge by creating intuitive recreation path routes with bridges and underpasses.

SECTION II: SCOPE OF SERVICES
A. Background
Description: The proposed project is a planning and design project focused on increasing the accessibility and safety for users of the Blue River Recreational Path in downtown Breckenridge between French Street and S. Park Avenue. By creating safe and intuitive recreation path routes, with grade separated underpasses and/or bridge connections across the Blue River, Watson Ave, and Ski Hill Rd, this project looks to support and encourage the increasing volume of users of the existing multimodal shared use path in downtown Breckenridge.
The recreation path currently intersects multiple roadways at uncontrolled midblock crossings.
Implementing grade separated crossings will increase safety and reduce congestion by removing the need for vehicles to yield to pedestrians and bikes crossing the roadways. In the downtown corridor of Breckenridge, the recreation path is also disjointed in areas and requires dismounting by cyclists, which leads to user confusion and may be discouraging use of the pathway system. Adding pedestrian/bike bridges at strategic connection points will increase usability and access to the system.
The Blue River Pathways DRAFT Master Plan (Attachment D) is a working document that will provide conceptual direction for the locations of the recreation path bridges and underpasses along the project corridor. The engineering and design associated with this RFP will dictate the final locations of all structures within the project scope.
This project will improve safety, usability, and access to Breckenridge’s extensive multimodal network. It will help reduce vehicle trips and in turn reduce congestion, vehicle emissions, and improve the physical health of both residents and community guests.
This project is being partially funded by the Colorado Department of Transportation (CDOT) through the Multimodal Transportation and Mitigation Option Fund grant originating as Federal ARPA funds. As such, the design must meet all CDOT and Town design and construction standards. Project documents will be reviewed by a CDOT representative to ensure compliance with all standards and specifications. The project will follow all requirements of the current Local Agency Manual. A Disadvantage Business Enterprise Goal of 10% has been established for the project.
B. Consultant Scope of Work The selected Consultant shall lead the project from conceptual design through construction documents. Work shall include all ancillary study, reports, and documentation as required to meet both CDOT and grant requirements of the project. The below describes the general scope of work for the conceptual design phases and construction documents. Additional deliverables are described in more detail in Section C.
Conceptual Design: This task will investigate and select structures for various locations along the project corridor.
• Location 1: Watson Avenue. The Consultant shall explore options for eliminating the existing at-grade crossing where the Blue River Recreation Path crosses Watson Ave and replacing the crossing with a grade separated design that successfully connects the Rec Path from the north side of Watson Avenue to the Rec Path on the east side of the river.
• Location 2: Ski Hill Road. The Consultant shall provide options for eliminating the existing at-grade crossing where the Blue River Recreation Path crosses Ski Hill Road and replacing with a grade separated crossing and the proposed cantilevered trail section in the Master Plan.
• Location 3: Ice House Lot. The Consultant shall provide options for replacing the existing covered bridge crossing the Blue River at the South end of the Ice House Parking Lot with a bicycle friendly or ADA compliant bridge.
• Additional Locations: Identify up to 3 additional locations for bridge or structure replacement along the project corridor to facilitate connectivity and ADA access.
• Analyze realignment options for the current recreational path adjacent to the proposed structures to provide smooth transitions to the structures meeting ADA requirements and pathway widths established in the Master Plan. Connections to the roadway shall also be provided for users to enter/exit the rec path. These connections should be designed to discourage users continuing on the rec path from crossing at-grade.
• Hydraulic Analysis, Modeling, and Floodplain Delineation: Analyze the hydraulic capacity of existing culverts at Watson Ave and Ski Hill Rd. Recommend replacement and design of new hydraulic structures if needed for either hydraulic capacity to meet current standards or if required for the addition of the new pedestrian structures. The current effective model for this reach of the Blue River was developed in HEC-2 and will need to be updated, corrected, and converted to a current conditions model based on the topographic mapping developed for the project. The effective model should be updated for the reach of the Blue River between S. Park Avenue on the south to the French Street crossing downstream. Both low flow and flood flow conditions are important factors for project design and will need to be considered.
• Evaluate site constraints, community needs, and community impacts to develop conceptual designs.
• Provide preliminary cost estimates of all project options.
Progress Plan Set Preparation: The consultant shall prepare interim plan sets, draft project specifications, and draft cost estimates meeting CDOT requirements for FIR and FOR review.
Construction Documents Preparation: The consultant shall prepare complete 100% Construction Documents for the chosen structures and all other improvements, including geometric layout, vertical alignment, grading, utilities, storm water management, water quality, and lighting. In addition to the plan set, the consultant shall prepare construction cost estimates, schedule, specifications, and bid all other documents needed to bid the project.
