1 DESCRIPTION OF SERVICES.
1.1 Introduction.
This is a non-personal services contract. The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. The Contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services.
These services shall not be used to perform any Inherently Governmental Functions.
1.2 Background.
AFTAC's Meteorological Modeling and Analysis mission (MMA) strives to provide the elite level of meteorological modeling and analysis necessary to support AFTAC’s mission space. The MMA mission regularly tackles technical problems across a broad range of spatial and temporal scales, which require advanced capabilities for atmospheric modeling and corresponding dispersion modeling. Through this effort, AFTAC’s HYbrid Single-Particle Lagrangian Integrated Trajectory (HYSPLIT) modeling capabilities and urban scale modeling capabilities will be supported, undergo further development, and begin deployment.
1.3 Scope.
This Task Order will provide operations and maintenance as well as research and development support to AFTAC/MMA for AFTAC’s HYSPLIT Analysis and Research Toolkit (HART). This effort will focus on developing a new user interface in HART for MMA’s alert response, and augment existing post-processing techniques to create critical mission support products.
