About this file
This document is an Attachment to a Request for Proposals (RFP) detailing personnel qualifications for a camouflage and expeditionary lifting structures contract. The attachment provides a comprehensive labor-level equivalency matrix and detailed personnel requirements for key and non-key positions, including Program Manager, Chief Scientist, Systems Engineer, Technical Designer, Quality Inspector, Logistician, and Seamstress. Each role has specific experience level requirements, ranging from Level I (Entry) to Level IV (Senior), with corresponding educational and professional experience prerequisites.
Key personnel such as the Program Manager and Chief Scientist must have a Secret Clearance and a minimum of 10 years of experience in camouflage, concealment, and deception (CC&D) systems, with a bachelor's degree in physical science or related engineering fields. Non-key personnel roles like Systems Engineer and Quality Inspector have more flexible requirements, typically needing 2-9 years of experience and a high school diploma or associate's degree, with some positions preferring additional technical certifications. The document outlines detailed experience expectations for each role, including technical skills, communication abilities, and familiarity with specific tools and processes relevant to the contract's objectives.
