Continuation of Block 10:
Item 10.e (2): Contractor requires access to the SIPRNet (at government activity). Although Intelligence information is available on SIPRNet, and could be inadvertently accessed, there is no valid requirement for
Intelligence information at this time; therefore, prior approval by the Government Contracting Activity (GCA) for subcontracting is not required. The contractor shall not intentionally access/download Intelligence information from the SIPRNet. In the event, Intelligence information is required, MARCORSYSCOM’s GCA and the ISO will modify this contract/DD-254. In addition, there is no valid requirement for NATO access, however inadvertent access may occur because NATO information is available on the SIPRNet. NATO Awareness Briefs will be reviewed, acknowledged, signed, and retained on file by the MARCORSYSCOM Security Office. Access to NATO information requires a final U.S. Government clearance and special briefings at the appropriate level.
Item 10.j: Except where directed by the COR, Controlled Unclassified Information (CUI), (CUI) includes For
Official Use Only (FOUO) by definition, Information generated and/or provided under this contract shall be safeguarded and marked as specified in DoDM 5200.01-VI through V4. Additionally non-government owned electronic storage media become the property of the US government upon disposal, replacement, or turn-in per DON
CIO message attached, (the COR must include language that pertains to what will become of the items created as mentioned in the DON CIO.
Item 10.j: The contractor shall comply with the requirements of the SECNAVINST 5510.36B and DoDI 5200.48 for guidance when access to Controlled Unclassified Information (CUI) is required in performance of this contract.
Item 10.k: Secret Internet Protocol Router Network (SIPRNet) access is required. While accessing the SIPRNet, the contractor is limited to information for which there is a need-to-know, and shall not access, download or, further disseminate any special access data (e.g. Intelligence, NATO, COMSEC, etc.) outside the execution of the defined contract requirements and, or without the guidance and written permission of TECOM_EDCOM’s Government
Contracting Activity (GCA) and the Industrial Security Office (ISO). In the event that any special access is required, the GCA and ISO will modify the contract requirements for a revised DD-254. A final U.S. Secret clearance and
Secret access is the minimum level required prior to submitting a SIPRNet package. NATO Awareness Briefings are required when NATO access is not recorded in DISS. The SIPRNet package may include, but is not limited to, the
NATO Awareness brief, SIPRNet Training and Awareness brief, Derivative Classification Training certificate, annual security training certificates, DD-254 (subcontractor DD-254, if applicable), COMSEC briefs (if applicable), and a SAAR form. Facility Security Officers (FSOs) are responsible for submitting and renewing visit requests via
DISS for each SIPRNet account holder/request.
Continuation of Block 11:
Item 11.a: Contract performance is restricted to on-site personnel in MATSS facilities located at MCAS New River, NC, Cherry Point, NC, Beaufort, SC, Yuma, AZ, Miramar, San Diego, CA, Camp Pendleton, CA, Iwakuni, JP, Futenma Okinawa, JP, and Kaneohe Bay, HI. Personnel support at Naval Air Station / Joint Reserve Base
(NAS/JRB), Ft Worth, TX and Joint Base (JB), McGuire-Dix-Lakehurst, NJ may be required at a later date. The
COR Project Program Officer will provide security classification guidance for performance of this contract.
Item 11.e: Perform services only. Other Services. Marine Aviation Training System Site (MATSS) Support consolidates the management scheduling, maintenance and operation of aviation training systems and resources within each Marine Air Wing (MAW) at each MCAS worldwide. The contractor may be required to receive and execute centralized coordination from TECOM ASB or HQMC Dept. of Aviation from time to time to ensure

standardization of actions for ATS across all MATSSs and MCASs worldwide. Only cleared personnel are required by the NISPOM to provide supplemental controls and provide guidance as necessary to ensure protection of the classified information.
Item 11.g: Defense Technical Information Center (DTIC) services required. Contractor is authorized to use DTIC and will be required to prepare and process a DD Form 1540 (Registration for Scientific and Technical Information
Services) and/or a DD Form 2345 (Militarily Critical Technical Data Agreement) for registration with DTIC.
Technical information on file at DTIC will be made available to the contractor with Government Contracting
Activity (GCA) approval of a need-to-know and certification of the field of interest relating to the contract.
Information extracted from classified reference material shall be classified according to the markings on such material.
Item 11.j: See [14.] Additional Security Requirements for OPSEC Requirements while performing aboard
NAVY/USMC sites.
Item 11.l: Receive, Store, or Generate Controlled Unclassified Information (CUI). In addition to classified information, certain types of sensitive unclassified information also require marking, distribution controls and protective measures. Refer to DoDI 5200.48 for the protection of CUI.
Follow the DoD 5200.2-R for personnel investigations and HSPD-12 for CAC eligibility.
Continuation of Block 13: Security Guidance
(1) Security Classification Guides (SCG) may be required for the development of specific deliverables will be provided under separate cover by the project officer and approved by the servicing site Security Manager.
(2) In addition to the reporting requirements directed by the NISPOM, the contractor will provide a concurrent report of loss or compromise of classified information to the Commanding General TECOM (Attn: Security), 1019
Elliot Rd, Quantico VA 22134, and the DSS, CSO identified in item 6.c.
(3) Visit requests to activities other than those listed in the statement of work of this DD 254 shall have a "Need to
Know" certified by the Project officer. All requests shall contain the information required by the NISPOM and shall not exceed a 12-month period.
(4) All Government CAC, access badges and tokens issued under this contract shall be returned immediately upon termination of the contract, or individual terminations. When an individual contractor is terminated, for any reason, it is the responsibility of the Facility Security Officer to immediately notify the servicing site Security Manager and to recover and turn in all government items issued.
(5) Contractors will conduct a security review and comply with GOV regulations for entering government information on a home page (contractor or government web page site). A copy of these regulations will be provided by the project officer under separate cover to the contractor.
(6) All classified material received, generated, fabricated, or modified by this contract will be returned within 30 days after completion of contract or destroyed with destruction report being submitted (Attn: CMCC). Prior to any destruction of classified information, a full listing of documents will be provided to the servicing GOV CMCC for review and approval.
(7) If additional contracting requirements exist where retention of classified information by the contractor facility is required, a written request to retain material for a period but not to exceed 2 years is required.
