PERFORMANCE WORK STATEMENT

FOR

KENNEL TRAILER MAINTENANCE

AT

JOINT BASE SAN ANTONIO

LACKLAND AFB, CAMP BULLIS & CHAPMAN ANNEX, T X

3 A u g u s t 2 0 2 1

1. DESCRIPTION OF SERVICES: The contractor shall furnish all supervision, labor, transportation materials, tools, incidentals, equipment, and other items and services necessary to perform all requirements in accordance with this Performance Work Statement (PWS) and its associated appendices for scheduled maintenance and unscheduled requirements. Contractor shall perform inspections, testing and maintenance on kennel trailers identified below as maintenance requirement/s dictate and shall be experienced on each system and subsystem of the kennel trailers. Contractor shall perform all contract requirements in accordance with the most current edition of all applicable Federal, State, local, Department of Defense (DOD) and Air Force regulations, including, but not limited to any provided trailer maintenance manual or Government provided specifications/requirement data cited in PWS.

1.1 The contractor shall, as conditions permits, keep a clean and neat working environment, free of such items as excess oils, grease, etc., while performing the requirements of this contract.

All materials, such as, but not limited to: tools, oil, and trash that belong to the contractor shall be removed from JBSA-LAK , Camp Bullis and/or the Chapman Annex at the end of each workday. Contractor generated refuse shall be stored in a waste container provided by the contractor and hauled away from site to a disposal area located outside the physical boundaries of the installation. The contractor shall adhere to all Federal, State and Local regulations when disposing of waste outside the physical boundaries of the installation. All work performed shall be current to industry and code standards and ready for instantaneous use by the government (fully turnkey systems and components).

1.1.2 Certification and Training: The contractor shall be trained on any new equipment/device installed impacting the inspecting, testing, and maintenance requirements for kennel trailers under this PWS. Contractor shall be a certified Onan service/repair facility and technician(s) working on any of Onan equipment under the contract shall have the Onan training and certification. The contractor shall ensure other employee(s)/technician(s) that perform other services under the contract are trained and have the appropriate certifications in the services they are performing. The contractor shall ensure that no untrained or unqualified person from their company or their sub-contractor perform any services under this contract.

1.1.3 Requirement: The contractor shall be able to gain access to base without escort for all scheduled and unscheduled maintenance, and each time a repair call is made. Therefore, the contractor shall provide an employee listing to the Contracting Officer Representative (COR) within 3 business days from Notice of Award and throughout the contract for employee changes.

The contractor shall perform scheduled and unscheduled services/repairs on the kennel trailers systems or subsystems as identified in paragraph sections 2.0, 3.0 and 8.0 and make-ready their operational use. The contractor shall comply with all requirements and procedures in accordance with AFFAR 5353.242-9000, Contractor Access to Air Force Installations. The point of contract to obtain access or questions pertaining to access is Mr. Lawrence Smith. Upon contract award an email will be sent to the contractor with Mr. Smith cc’d, to initiate the process of gaining access to the base.

2.0 Scheduled Maintenance: The contractor shall follow the established guidelines noted in the manual recommendations for all maintenance procedures and schedules that pertain to the Inspection, Testing, and Maintenance criteria. The websites of certain systems are provided as references for proper maintenance procedures and information on the system.

The contractor shall use these guidelines from the manual recommendations as a checklist to ensure proper inspection, testing, and maintenance procedures are followed. The contractor shall refer to the manual for further details on servicing the equipment and systems listed in this PWS.

The contractor shall submit a maintenance schedule to the COR three weeks after start of contract. Payment for scheduled maintenance services will be made in accordance with the Schedule Maintenance CLIN 0001.

Payment for maintenance service requests will be made in accordance with the Scheduled Maintenance CLIN 0001 of the contract.

2.2 Trailer Systems and Subsystems. The contractor shall be able to perform trailer maintenance on the following trailer systems or subsystems using appropriate replacement parts:

• electronic fuel injection fuel filter (sm-1)

• air filter (sm-1)

• motor oil (based on condition of motor oil-as needed)

• spark plug (sm-1)

• repack wheels (high temp wheel grease) (sm-2)

• solid dust caps (sm-2)

• service/grease trailer jack (sm-3)

2.2.1 Fuel System: The contractor shall visually inspect fuel system: pump, tubing, fittings, and valves for leakage, corrosion, moisture, and operational function. Contractor shall test system as required to ensure proper operation.

2.2.2 Air and Oil System: The contractor shall inspect air filter for any excessive dirt or containments that may inhibit or restrict air flow. Check oil fluid level for proper quantity and viscosity. The contractor shall visually inspect oil system components: pump, tubing, and fittings, for leakage, corrosion, moisture, and operational function.

2.2.3 Ignition System: The contractor shall give ignition system and components a general inspection to identify worn parts and other concerns.

2.2.4 Electrical System: The contractor shall give electrical wiring and components a general inspection to identify worn connections and other concerns. Ensure the battery is properly charged and battery components and cables are not worn and in good working order. The contractor shall ensure the electrical system is properly grounded and secured.

2.2.5 Electronic System: The contractor shall give electronic system and components a general inspection to identify worn connections and other concerns. Ensure the electronic system is in good working order.

2.2.6 Wheels, Brakes, Tires, Trailer Jack, and Wheel Bearing Systems: The contractor shall visually inspect wheels for good working order and safety. Ensure brakes are in good working order on all applicable wheels and not worn beyond operational limits. The contractor shall ensure tires/wheels are not mismatched sizes. Ensure tires do not have extensive tread wear or sidewall damage or severe weather cracking. The contractor shall ensure all tires do not have extensive tire age. The contractor shall ensure wheels are properly aligned and do not have any loose or worn parts creating a safety hazard. Ensure lug nuts are not loose, broken, or missing.

Ensure all tires are properly inflated to proper pressure. Ensure wheel bearing systems are adequately serviced (greased) and working properly. The contractor shall ensure trailer jack is properly lubricated and functioning properly. The contractor shall visually inspect the trailer jack for damage to the wheel/s, handle, screw, base, or screw hub and ensure the jack has free movement through its range of travel.

2.2.7 Door, Gate, and Latch System: The contractor shall ensure all doors, gates, and latch mechanisms are in good working order and properly adjusted. Ensure doors and gates do not have any sharp edges protruding. Ensure door shocks are properly functioning and not damaged.

2.2.8 Genset System: The contractor shall run generator under a load to check voltage, frequency, and make necessary adjustments. The contractor shall tighten any loose connections and clean required Genset parts for operation. The contractor shall ensure exhaust system is functioning properly. Ensure starting system is functioning properly.

2.2.9 Air Condition System: The contractor shall replace filters as needed. The contractor shall clean evaporator and condenser coils. Ensure the air conditioner unit blows cold air. The contractor shall visually inspect for any leaks or damage. The Contractor shall replace the thermostat when required.

The Contractor will be briefed on JBSA Hazardous Material / Waste Management Plan at the pre-performance conference, in case Freon has to be replaced. Any products that meet the criteria of “Hazardous Waste” must be bar coded and tracked until permanently removed from government property. Criteria for identifying hazardous waste, is contained in 40 Code of Federal Regulations (CFR) Subpart C – Characteristics of Hazardous Waste, Part 261. The Contractor shall have approval from the base Bio-Environmental (BEE) and HAZMAT sections prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that requires a Safety Data Sheet (SDS). The Contractor shall identify these materials and products on Air Force Form 3952 Chemical/Hazardous Material Authorization Request, Process Identification Form, and Shop Disposal 27 Form. The Contractor shall provide one copy of the SDSs for each item to BEE and HAZMART sections for review prior to any chemicals being brought onto JBSA. The Contractor shall maintain one copy of the SDSs for each hazardous material line item used within the work center. The Contractor shall not use products that are or contain Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio accumulative and Toxic (PBT) chemicals.

Any hazardous material containing one of these banned substances will not be allowed on base.

3.0 UNSCHEDULED REQUIREMENTS. Unscheduled services may be required. The COR will advise the contractor of the trailers and specific work required to meet immediate need via work order. Upon notification of an unscheduled requirement, the contractor will respond within 24 hours to meet with the CO or COR to initiate services. Unscheduled services not pre-priced shall be approved by the CO prior to starting work. Cost of unscheduled requirements shall be based on the unit pricing established on the applicable PRICE LIST for type of work required, (i.e. fuel clamps, tire valve, door latches etc.) and unit pricing established at award of contract for type of work required (i.e. air condition units, etc.). Items on the price list require COR approval prior to starting work.

3.1 WORK ORDER PROCEDURES. The contractor shall be responsible for accomplishing all work requested by work order from the COR. Work order service will be requested in writing on a call sheet by the COR and will be completed within the time frames required for the applicable paragraphs in the PWS. The COR will verify part/s unserviceability status before replacement and contractor shall provide replacement parts. Work order requirements requiring additional work time, need to be completed within the time frame mutually agreed upon between the COR and contractor. Contractor shall provide cost estimate within 24 hours of request for work order requirements where pricing has not already been established. Payment for work order service requests will be made in accordance with the Unscheduled CLIN 0002 of the contract upon receipt of adequate supporting documentation (i.e., material receipts, invoices/receipts).

Contractor will provide COR monthly Work Order Log as prescribed in Appendix A.

3.1.2 Onsite and Offsite Services/Repairs: On-site services and repairs shall take place at 341st TRS Lackland Trailer/Vehicle parking lot, adjacent to Bldg. 7572 located at 1555 Gott Street on JBSA Lackland. If onsite services and/or repairs are not feasible, the contractor shall contact 341st COR via phone call, e-mail, or text when needing to perform off-site services. If off-site services and repairs are authorized, the contractor shall have correct towing capabilities for all Government trailers (6 stall, 12 stall, 18 stall, and cargo stall trailers). The contractor shall not take any trailer outside a distance of 50 miles from JBSA Lackland. Trailer pickup/drop off, will take place at 341st TRS Lackland Trailer/Vehicle parking lot, at the assigned parking space number. The COR shall meet the contractor at the designated pick-up/drop-off location on the specified day and time. The COR shall sign-off on a Pick-up/Drop-off sheet, notating the trailer ID, time/date pick-up/drop-off, and destination location from/to.

3.1.2.1 Disabled Vehicles: For trailers located at Camp Bullis or the Chapman Annex that are disabled, the contractor shall perform services or repairs at the disabled location. If onsite services/repairs are not feasible, the contractor shall contact 341st COR via phone call, e-mail, or text when needing to perform off-site services.

3.2 Unscheduled and Emergency Services and Repairs: The contractor shall supply 341st with a minimum 90 day warranty on any and all parts installed and labor performed. The contractor is responsible for the cost of replacement parts. Payment for repair requests will be made in accordance with the Unscheduled CLIN 0002 of the contract upon receipt of adequate supporting documentation (i.e., material receipts, invoices/receipts). Contractor will provide COR monthly Work Order Log as prescribed in Appendix A.

3.2.1 Emergency Service/Repairs Procedure: The contractor shall respond to a call for service within 24 hours via phone call, text or email. Upon approval from COR for items on the price list or from the CO for items not on the price list, the contractor shall have 24 hours to perform mobile and same day emergency repairs. If an emergency service/repair is expected to render the trailer inoperable beyond 24-hours, the contractor shall contact 341st COR to get approval for more time.

3.2.2Unscheduled Services and Repairs Procedure: The contractor shall pick-up the trailer in need of repair before the end of the next business day once approval has been given by the COR or the CO. The end of the business day is 1630 Monday-Friday. The contractor shall be able to perform the repairs within 5 business days. If an unscheduled service/repair is expected to render the trailer inoperable beyond 5 business days, the contractor shall contact 341st COR to get approval for more time.

3.3 Air Conditioning (A/C ) Unit Replacement. There are several trailers that requires its A/C units to be replaced. The COR will identify which trailers require the replacement. Each trailer shall have 2 (A/C) units replaced along with the thermostats.

3.3.1 The Jackson Creek trailers (refer to PWS 8.0-Trailer Description) A/C units are AirXCel brand 4800 series and utilize AirXCel thermostats. For standardization and to permit quick repair in emergency situations, and to avoid rewiring the units, the Contractor shall use the AirXCel brand 4800 series and its thermostats for all of the Jackson Creek trailers A/C units. The contractor shall replace the A/C unit and its thermostats during the start of the contract (CLIN 0003). Payment for AirXCel A/C installation requests will be made in accordance with the AirXCel CLIN 0003 of the contract upon receipt of adequate supporting documentation (i.e., material receipts, invoices/receipts). Contractor will provide COR monthly Work Order Log as prescribed in Appendix A. Additional A/C units may requirement replacement over the life of the contract.

3.3.2 The Jones trailers (refer to PWS 8.0-Trailer Descriptions) A/C units are Dometic brand Brisk 2 (BR342 series) and utilize Dometic thermostats. For standardization and to permit quick repair in emergency situations, the Contractor shall use the Dometic brand for all of the Jones trailers A/C units. The Contractor shall replace the A/C unit and its thermostat with Dometic units during the start of the contract (CLIN 0004). Payment for Dometic A/C installation requests will be made in accordance with the Dometic CLIN 0004 of the contract upon receipt of adequate supporting documentation (i.e., material receipts, invoices/receipts). Contractor will provide COR monthly Work Order Log as prescribed in Appendix A. Additional A/C units may require replacement over the life of the contract.

4.0 Records Management: The contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements).

5.0 General: All kennel areas are operational Military Working Dog (MWD) facilities and require escort and safety training. The contractor shall meet and coordinate with a pre-selected representative before the commencement of actual work is to begin. This project requires a safety briefing prior to installation and finalize operational processes to minimize mission impact or deficiencies that may occur during the normal work week, Monday through Friday, 0730 to 1630.

6.0 Service Summary (SS): The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan (QCP) provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided.

These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212- 4(a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each task will be allowed in an effort to identify normal phase-in problems.

7.0 Quality Control: The Contractor shall submit a Quality Control Plan (QPC) to the CO as part of the contractor’s proposal package. At a minimum, the QCP shall contain the following:

a. methods to be used for identifying and preventing in the quality of services performed

b. process for corrective action

c. how they evaluate quality

d. organization chart and responsibilities

e. employee qualifications

f. who will be responsible for quality control

7.1 Quality Control Reporting/Recordkeeping: The Contractor shall keep and maintain a file recording all scheduled and performed quality control inspections, inspection results, testing, dates and details of corrective actions and maintenance of all trailers. The contractor shall ensure no form(s) used to record the inspecting, testing, and maintenance on kennel trailers are used without COR approval. The contractor shall maintain records in accordance with paragraph 4.0 and 7.2 of this PWS. The file shall be the property of the government and the contractor shall ensure that designated Government personnel have access to all maintenance records/files and documentation of work performed. The maintenance records/files shall be made available monthly and upon request as needed for inspection during the government’s regular working hours. The maintenance records/files shall: identify service as either scheduled or unscheduled maintenance, date, time, and location serviced, servicing technician, trailer number serviced, itemized list of maintenance part/s serviced, what was done, and a customer comments section or “what was customer’s maintenance complaint with trailer or trailer system/s. The format of the maintenance record/file is up to the contractor. The contractor shall deliver the complete file to the COR no later than five (5) calendar days after completion of each 12-month performance period.

7.2 Quality Assurance: The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, investigating customer complaints, or otherwise inspecting the task and its results to determine whether or not performance meets the standards contained in this PWS. Government inspections shall take place monthly and take random sampling. Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service at no additional cost to the government IAW the SS after notification by the CO or COR. Re-performance for all SS #1-#2 items shall be done within 2 calendar days of notification to contractor. Re-performance for all SS #3 thru #7 shall be done within 24 hours of deficiency notification unless the type of repair or service calls for a longer timeframe. Longer timeframe will be agreed upon between the COR and the contractor.

When a performance threshold has not been met the Contractor will be issued a Contract Discrepancy Report (CDR). The Contractor shall respond to the CDR in accordance with instructions provided and return it to the CO within 10 calendar days of receipt. Failing to meet the performance threshold as outlined in the SS for any of these performance objectives quarterly shall constitute an immediate Progress Meeting with the Multi-functional Team. Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two or more consecutive or non-consecutive quarters during a contract period shall result in a warning or letter of concern from the CO. All remedies shall be in accordance with the FAR 52.212-4(a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.

7.3 Contracting Officer (CO) and Contracting Officer Representative (COR). The CO will appoint a primary and alternate COR for managing the day to day activities of the contract.

The identity, title, and authority of this representative will be provided in writing to the contractor after contract award.

7.4 Periodic Progress Meetings. The CO shall schedule periodic meetings with the CO, COR and any other government personnel as appropriate, and the contractor to discuss the Contractor’s performance. The following issues will be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the contractor to prevent unsatisfactory occurrences in the future.

11.0 Base Fire Regulations: The contractor shall comply with all JBSA-Lackland Fire Regulations. If welding is required, it is the contractor’s responsibility to obtain a welding permit issued by the JBSA-Lackland Fire Department. All fire and safety regulations shall be enforced.

12.0 Hours of Performance: When working at Government facilities, work shall be accomplished during normal duty hours (0730-1630), Monday through Friday, unless otherwise approved by the Contracting Officer. The contractor shall not schedule work on the following Federal Holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on the preceding Friday. If the holiday falls on Sunday, it is observed on the following Monday. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance; unless otherwise instructed by the COR.

12.1 Non-Standard Hours of Performance: When the contractor desires to work other than standard times, a written request shall be submitted to the COR for approval. Written approval from the COR must be received before proceeding with the work. The request shall be submitted at least five (5) work days prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.

APPENDIX A – DATA REQUIREMENTS

Provide the data as indicated below to the COR. All reports, submittals, logs, and information provided to the Government will be electronic and compatible with Microsoft Office, such as Excel, Word, and others. “Compatible” means the document can be opened using the appropriate Microsoft Office component without any discernible effect on the text (e.g., loss of data) or the formatting of the document.
