341st Kennel Trailer Maintenance Q&As under FA301621R0051
1. Is it possible for you to give us the tire size and brand on the trailers or the preferred brand they want to use and type of rims? This would help out on the pricing for unscheduled maintenance.
Government Answer: Currently we use two sizes, ST225/75R15 and ST235/85R16.
We need a good quality tire having the best puncture resistance.
2. Will CO or COR allow us to put a small portable container in the lots to store items as long as it follows the laws and regulations for the base and does not hinder operations in the lot?
Government Answer: Negative
3. Will we be allowed to use the base address or unit address for receiving parts?
Government Answer: Negative, since there will not be a mechanic’s storage facility on base, we will not be able to store/house replacement parts.
4.Would we be able to leave our truck on site that will be used for moving the trailers?
Government Answer: Yes, but the government will not be responsible for any contractor’s vehicle and the contractor will only utilize a designated space determined by the Government.
5. So our team has a good understanding. This contract is for daily maintenance,unscheduled maintenance, emergency breakdowns and requires for technicians to be on site everyday except holidays and weekends depending on the mission. This contract is not for on call maintenance providing.
Government Answer: Negative, this contract is intended to have a designated mechanic/technician dedicated to performing maintenance on any trailer as needed/when needed. In essence, when called upon to perform maintenance, our needs will take priority of their facility. Scheduled maintenance is monthly.
Unscheduled and emergency breakdowns will be on call as needed and must respond according to the PWS.
6. In the PWS it stated this contract is only has funds for 1 year. How many days before the completion of the contract will the contractor know if the government will fund for another year?
Government Answer: It depends. The contractor will be notified within 30 days of contract expiration.
7. Since this is a fix price contract, what is the estimated time of receiving funds for approve invoices?
Government Answer: Once invoices has been reviewed and approved, it can take up to
30 days.
8. Can you give us a picture of the freight door and dimensions if possible?
Government Answer: Engine bay doors approx. size – 38”W x 21”L; storage doors approx. sizes – 18”W x 21” L, 29”W x 41”L, 24”W x 19”L, 6”W x 19”L, 21” x 29”L.
Estimated average weight of doors is 5lbs.
1. Do to COVID-19 or any other viruses will government still pay the contractor if they are not allowed to enter the base or area to perform work?
Government Answer: The contractor is only paid for services rendered. If the contractor is unable to enter the base, they will have to make up the schedule maintenance that were missed. In addition, the contractor is still required to make all repairs at a later time if they are unable to enter the base. If the contractor is not able to get on base they shall inform the COR and the COR will notify the CO.
2. Is the Government requiring all contactors to be vaccinated?
Government Answer: Not at this time, however a Mask shall be worn at all times;
including in-doors and out-doors. Social distance shall be maintain at all times.
3. Will the contractor have to do any major repairs on the frame or exterior of the trailers?
Government Answer: The Government does not anticipate or forecast any such repairs.
4. Can you provide pictures of each model trailers exterior and interior? 1 of each model group.
Government Answer: Please see the attached six (6) pictures.
5. In the PWS 2.0 you give website links that are very helpful. We would like to know the Make, model and year of the trailers, Onan Generators kw size and AC units. You can’t order parts or give a good price quote. Pictures if possible of the data plate for that model of equipment.

6. In the PWS 6.0 the deficiency of 1 is almost hard to maintain. Dealing with maintenance something will always happen. Can the government adjust that realistic or can the CO or COR evaluate the situation on a case by case bases.
Government Answer: Per the PWS 6.0 “During the first initial 30 days of the contract, two additional errors on each task will be allowed in an effort to identify normal phase-in problems”. In addition, each task (i.e. SS#1-SS#7) is separate on its own. Each task cannot have more than one deficiency per month. A deficiency is when the contractor does not perform as stated in the PWS, such as not responding to a call within 24 hours, not maintaining and/or repairing system components and etc.
This does not apply when a contractor is performing work and other issues are discovered. Any issues will be discussed between the contractor and COR. If no resolution, the CO will be involved.
7. Will the contractor be responsible for road side recovering the trailer(s) if the trailer becomes non-operational on the side of the road?
Government Answer: Road side recovery is the responsibility of the contractor. The contract shall repair the vehicle either on the spot or tow it to their facility for repairs.
8. Will there be a small area for storage of tools and parts?
Government Answer: No
9. Will we be able to use a Gov. Vehicle to move trailers around in the yard and test trailers with the type of vehicle that will be towing the trailer?
Government Answer: No, Contractor shall provide their own. Per PWS para 3.1.2, the Contractor shall have correct towing capabilities for all Government trailers.
10. Is there a washing facility on base to keep the trailers clean?

Government Answer: No, not contractor responsibility to keep them clean.
11. Any type of bonds or insurance will be required?
12. Does the contractor need a certified payroll?
13. Will the Gov. provide small office space to perform administrative duties for the contractor?
14. What is the contract ceiling amount? Minimum and max.
Government Answer: This is an IDIQ fixed price service contract.
15. Is there a current contractor performing this duty?
16. What the maximum number of pages this proposal has to be?
Government Answer: Per page 73 of the solicitation, under addenda to FAR 52.212- 1, Para 3.1: twenty (20) pages. Please refer to that section for more details.
17. Is there a certain font size we have to use in writing this proposal?
Government Answer: Per page 74 of the solicitation, under addenda to FAR 52.212- 1, Para 3.3: Text should be Times New Roman or Arial no smaller than 12 point.
Illustrations and tables no smaller that Times New Roman or Arial 10 point. Please refer to that section for more details.
18. What pages will not be counted against writing the proposal? i.e table of content, cover page, organization chart
Government Answer: Per page 74 of the solicitation, under addenda to FAR 52.212- 1, Para 3.2.: Table of Contents, Cover page are not counted. Para 3.4 states the requirements for charts. Please refer to these sections for more details.
19. If this is a fix price contract why does the contractor have to submit hourly rate charges for repairs?
Government Answer: As stated in the PWS para 3.0, there will be unscheduled repairs that requires to be pre-priced. The Government have to determine fair and reasonable for those repairs. The items the Government are aware of that will be unscheduled requires pricing as listed on the RFP Atch 3 – UnScheduled Pricing Sheet Doc. Services on the pre-priced list will approved prior to work being conducted.
20. If the unit has a mission to travel to another location with the kennel trailer does the contractor have to provide a mobile technician for support or on call?
Government Answer: Per the PWS this contract will cover JBSA Lackland, Camp Bullis, Chapman Annex. For unscheduled and emergency repairs the contractor will be required to provide a mobile technician IAW with the PWS para 3.0-3.2.2
21. Do you know if any of these model Kennel trailers are costumed made for the government? If so, some parts could be difficult to order? Does the government have specific manuals for these trailers and will the contractor have access to these manuals. We know in the PWS you give website links of the manufacture of the equipment. To give accurate pricing for unscheduled maintenance we need to know the make and model and the year.

22. Do to constant change in weather would the government provide some type cover or a small bay to perform maintenance out of certain elements? This would assist in maintaining the trailers readiness. i.e rain, heat, and cold weather
Government Answer: There is not a facility available, but it may be possible to set up a personal tent. This would be an abnormal arrangement and not guaranteed.
Coordination with the COR will have to take place for further guidance and clarification.
23. In the PWS mention a/c units will need to be replaced once contract is awarded. Do you have an estimate on how many units may need to be replaced?
Government Answer: Per the solicitation on pages 3-4 all the CLINS are listed. Two of the clins for each ordering period states the estimated unit for each of the two (2) types of A/C units: Clin 0003-0004, 0103-0104, 0203-0204, 0303-0304, 0403-0404.
24. Will the government advance a percentage of the fix price? If so, what would be the percentage?

25. Will the government conduct a background check on the contractor employees?
Government Answer: Per the PWS para 1.1.3 and AFFAR 5353.242-9000 Access to the base, Security Forces will do any background checks necessary to allow access on base. Employees will have to provide a valid driver license, current vehicle registration and insurance.
26. We are finding out from the links that the ac units are sold by different companies, The a/c maybe a Airexcel but it has a Coleman logo on it. Also since the major freeze in Texas a lot of Generators are on back order. It could take weeks or months to receive that model. and the manufacture has went to diesel on there trailers instead of gas.
Government Answer: If generators are on back order the Government understands.
This is something that is considered to be out of the contractor’s control.
27. Then the onan manual is for a 4000watt Generator. The manufacture said they use 7kw and 8kw generators. Exactly what generator size and A/C units, with make, model,part number and serial# is on these trailers. Then their the brakes, is the brakes electrical or hydraulic driven?
Government Answer: Onan 7 KW Generator, A/C units for Jones are Dometic 15,000 BTU Model# B59516.XX1J0, A/C units for Jackson Creek are Coleman- Mach Mach 15 Model# 48209-969. The brakes are believed to be a combo, electric/hydraulic.
